Research On The Development Of The New Agricultural Business Entities In Heng County

The Report on the 19th Session of National Congress of the Communist Party of China clearly stated that it is necessary to"foster new types of agricultural business entities,perfect the agricultural socialization service system,and realize the organic connection between small agricultural households and modern agricultural development."How to give full play to the role of new agricultural business entities in the organic connection between modern agriculture and small agricultural households,producing radiating and exemplary effects,and promoting agriculture as well as increasing farmers' income is a theoretical and practical issue that needs urgent attention and resolution in the construction of agricultural modernization with Chinese characteristics.Taking Heng County of Guangxi as an example,this paper conducts an in-depth study on the development status,support paths,achievements and existing problems of the new agricultural business entities in Heng County through research methods such as literature combing,theoretical analysis and field research,and delves into the internal logic mechanism and income increase effect of the new agricultural business entities in promoting agriculture and increasing farmers'income through case analysis.According to the research findings,the new agricultural business entities in Heng County have developed rapidly in quantity and scale,showing a diversified development trend that large-scale professional agricultural households are in the ascendant;family farms are emerging;farmer professional cooperatives are booming;and leading enterprises in agricultural industrialization are constantly growing,which have effectively promoted the rapid improvement of comprehensive agricultural production capacity,the steady growth in farmers'income,the accelerated transformation of agricultural development mode,and the continuous rise in the organizational degree of farmers,plus achieved remarkable results in the field of poverty alleviation.The case analysis shows that all kinds of new agricultural business entities have produced obvious radiating and exemplary effects via innovating agricultural business models and providingagricultural socialization services,thereby promoting agriculture and increasing farmers' income.However,the following problems are common in the development of Heng County's new agricultural business entities:difficult circulation of large-scale land,and limited scale expansion capacity;lack of support for agricultural talents;unbalanced entity development,and convergence of industrial layout;incomplete agricultural insurance,and explicit operational risks;difficult-to-eliminate antinomies between capable brains effect and elite capture;lack of standards for large-scale professional agricultural households,and insufficient policy support;family farms' employment,non-grainization and capital to the countryside;the generalization and ambiguity of farmer professional cooperatives,and the imperfect withdrawal mechanism;and the prominent homogenization of leading enterprises in agricultural industrialization.Based on this,the following countermeasures are proposed in this paper:we must accelerate the circulation of rural land and develop appropriately scaled operations;we must strengthen the cultivation of business entity leaders and promote the revitalization of rural talents;we must establish a consortium of agricultural industrialization and create a new pattern of diversified industries;we must increase agricultural insurance support and reduce the systemic risk of business entities;we must clearly define the attributes of large-scale professional agricultural households and introduce corresponding support measures;we must consolidate the organization and leadership on family farms to prevent alienation;we must step up the supervision and management of cooperatives and carry out standardized promotion actions;we must promote agricultural brand building and resolve the homogenization of agricultural enterprises.
