The root of food security problem is market failure, in the condition of market economy, which is led by externalities and information asymmetries. This can not be solved by market itself. So the government has the need for regulation. However, due to the government's own self-interest, it will also be led to its failure. This paper starts from the perspective of social supervision, analyzes that how to make up for its shortcomings to resolve the plight of China's food safety in the dual failure of the government and the market.First of all, the paper introduces the necessity, main body and methods of social supervision for food safety. It also proposes some related theories, including market failure and government failure theory, asymmetric information theory, and game theory in customers, government and food industry.Secondly, it analyzes the problems, which exist in the food safety supervision and proposes their root causes. The problems of food safety supervision are mainly that the main force of society is weak; the level of supervision is low and the supervision means are ineffective. These problems are caused by inadequate laws that related to social supervision of food safety, dysplasia main body, and self-serving pursuit of related organizations.Finally, the paper proposes some countermeasures such as improving the legislation for social supervision of food safety, insisting on supervision in accordance with the law; strengthening the food safety information disclosure; improving mechanism for consumer participation; establishing a reward and punishment mechanism for social supervision and enhancing the moral construction of society as a whole.
