Study On The Movement Of Agricultural Usage Land In Anxi County

Land is the main means of production for the survival and development of human beings,and is also the prerequisite for all kinds of agricultural activities.In recent years,China has begun to vigorously support and promote the rural land transfer work.On the basis of voluntary conditions,farmers are encouraged to transfer their land contractual management rights through various methods to help them develop a moderate agricultural management model.This paper takes Anxi County,Quanzhou City,Fujian Province as an example to study the concrete situation and existing problems in promoting the rural land circulation through field visits and searching for data materials on the net,so as to carry on the thorough research on the improvement scheme.Since the reform and opening up,the land contract system has made great contribution to the rural economy and agricultural development.With the development of social economy,agricultural land transfer has gradually entered the field of vision.And through a period of practice,the transfer of agricultural land has also achieved certain results.Anxi County in rural construction land transfer development is the same.It is consistent with the development course of land circulation in the whole rural construction of our country.At present,under the independent choice of market economy,the land circulation scope of Anxi County has been expanded in recent years,and 1/4 of its tea plantations have been transferred out.The circulation of the use of a variety of ways,such as transfer,lease,equity and so on.The cooperative and family farm model has also received strong support from the local government.Overall,the local rural land circulation presents a more obvious market characteristics.However,there are also four problems in the process of rural land transfer in Anxi County.It embodies the commonness of the problems in the rural land circulation in other areas of our country,such as the lack of the legal security system,the imperfect construction of the land circulation market,and the relative backwardness of the service system.Farmers' rights and interests can not be protected and land transfer behavior is not standardized.The reasons behind it are:limitation of law and policy propaganda,unclear land property right,incomplete construction of land circulation related mechanism and lack of supervision subject.The following suggestions for improvement are put forward:first of all,further improvement and coverage should be made in policy and law.There are defects and deficiencies in the law,and the corresponding laws and regulations should be issued as soon as possible.Where the law is difficult to amend,or where the law is difficult to specify,it should be remedied by the introduction of policies.Secondly,build an orderly land transfer platform and service system to improve the embarrassing situation of the existing single network information platform.It is necessary to establish a comprehensive and orderly land transfer platform and corresponding service system.Third,strengthen the support for rural labor reemployment and social security.The problem of unemployment farmers' employment is taken into consideration,and through effective measures,the rural social security work will be further carried out in a comprehensive and thorough way.Finally,strengthen the management and supervision of rural land circulation.
