The value chain division of labor production system is the main carrier and manifestation of this round of economic globalization.Despite the current fluctuations and even crises,it is the result of technological progress and the inevitable requirement for the further development of productivity.Joining the value chain,extending the value chain,and upgrading the value chain are still the path for the continued development of Chinese companies,especially high-tech companies.H company is a high-tech IT intermediate product R&D and production enterprise formed by the transformation of large state-owned enterprises.After more than 30 years of development,it has formed a model of imitative innovation technology that introduces absorption and re-innovation,embedded in global value chain at multiple-point and multiple-level.It is one of the leading companies in the industry,with equal emphasis on Original Equipment Manufacturer(OEM),Original Design Manufacturer(ODM)and Orignal Brand Manufacturer(OBM).However,in recent years,due to the increase of competitors in the same industry,and the deployment of the global value chain in other developing countries,and the foreign large companies' restrictions of the imitation and upgrading on Chinese companies,especially the Sino-US trade frictions,it is difficult for H company to continue the previous technology model.The urgency of restructuring the company's technological innovation system and management model is unprecedented.The research in this paper 1s based on this background.This paper takes the problem of technological innovation management under the goal of upgrading the value chain of H company as the research object.Base on the literature review and theoretical review,firstly,through SWOT analysis,it demonstrates the scientificity of H company's determination of the strategic goal of upgrading the value chain.Then it analyzes the problems existing in the company's technology innovation management:1.Technological innovation has not implemented the strategic orientation of value chain upgrade;2.Innovative activities are scattered,and it's not well organized and coordinated;3.Innovation incentives are not obvious,and excellent talents are lost;4.The conversion rate of technological innovations is low;5.The company's atmosphere of innovation is relatively weak.Reasons:Lack of effective implementation of corporate strategy,Restrictions on technological innovation by the organizational structure of the enterprise,Defects in the innovative performance management system,Imperfect technology innovation system and mechanism,Insufficient construction of corporate innovation culture,etc.In view of the above problems and reasons,based on the fourth-generation R&D management theory and the thesis of the strategic technology management school,this paper studies the direction and the specific plan of H company's technology innovation management optimization.On the basis of maintaining OEM and ODM,H Company should implement the strategic transformation to innovative enterprises,take technological innovation as the core competitiveness of the enterprise,highlight the core position of innovation management in the company's entire management system and build a fully autonomous innovation chain in the company and dock with the global value chain to achieve value chain upgrades.Specific optimization plan is as follows:1.Integrate technological innovation elements and carefully select the direction of technological innovation;2.From being embedded in global value chain in multi-point to integrating intra?company innovation chain;3.Transform company organizational structure and build R&D platform matrix;4.Standardize and strengthen technological innovation operation process;5.Cultivate the innovation ecology and innovation culture within the company.Finally,the paper analyzes the organizational system guarantee,fund guarantee,personnel guarantee,etc.required for the implementation of H company's technology innovation management optimization plan.Under the situation of great changes in China's external economic environment,the research of this paper has certain reference value for a large number of enterprises of the same type.
