Studies On The Establishment Of Quality Guarantee System In Flue-cured Tobacco

The tobacco leaf is a necessity for the tobacco industry, and its quality directly influences the tobacco quality. As a kind of hobby and special merchandise, the evaluation of tobacco leaf quality ultimately depends on the consumers' taste. So the quality control of tobacco leaf not only refers to the leaf quality, but also relates to the consummation of tobacco leaf quality indemnificatory mechanism. By analyzing the flue-cured tobacco quality and management actuality in Fujian province, we pointed out several problems and restricting factors such as the fluctuation and unstability of tobacco leaf production and quality, and put forward four countermeasures for the stabilization of tobacco leaf quality.1. Further improving the quality evaluation system of tobacco leaf. 1) The main composing of the tobacco leaf quality evaluation system should be defined, which includes the economy characters, appearance characteristics, inherent chemical components, and its taste and safety judgment;2) The studies on tobacco leaf appearance quality, inherent quality and the related characters in the evaluation system must be enhanced;3) The dependability and validity of tobacco leaf quality control estimation should be advanced, according to the evaluation proceeding and the contents, quantitative evaluation and the utilization.2. Impulsing the progress of technique, and improving the quality of tobacco leaf. 1) According to the usability requirement of tobacco leaf based on its quality evaluation system, the studies on tobacco leaf production and usage system should be improved including variety, aroma, nutrition, ecology and maturation;2) The level of production which depends on the progress of science and the application of the new technology, such as breeding, planting, cultivation, roast and mechanical operation, should be enhanced;3) Ameliorating the production environment of tobacco leaf, and preserving the characteristic of tobacco leaf quality;4) Improving the level of tobacco leaf planting management based on the requirement by the market.3. Strengthening the quality control, and stabilizing the tobacco leaf quality. 1) Establishing the tobacco leaf quality control standard, implementing "green authentication", "organic authentication" and "safe authentication";2) Pushing the total quality control including registered permanent residence management, GAP management, ISO9000 management, damage analysis, key point control and on the spot management;3) Implementing the tobacco leaf quality track system by code technique.4. Consummating the tobacco leaf quality indemnificatory mechanism. 1) Performing the tobacco leaf confining plan;2) Constituting the price regulation;3) Adjusting the tobacco leaf taxation;4) Standardizing the investment of tobacco leaf production;5) Boosting the tobacco leaf insurance mechanism positively.
