The real estate industry is set in the process of booming and,transforming.As a result of industrial reshuffling,land,financial and human,etc.,resources are being pooled into lead developers,manifested by the growth of the number and scale of their projects.The other side of the coin is that to prevent the emergence and outburst of real-estate "bubble" from causing disturbance to the tangible economy in order,the regulatory body has taken comprehensive and enduring measures to moderate the market.The goal is to redefine the property as housing,rather than objects of investment and speculation.As President Xi declared in the report of the 19th National Congress,in order that all the people are housed,we must adhere to the idea that houses are meant for housing instead of speculation and facilitate the advent of a housing system which promises more sources of supply,more channels of guarantee and combination of renting and purchasing.For the present,the property market in China is experiencing transformation as a whole,in terms of supply-demand,policy and finance.This testifies to the fact that Chinese developers have entered into a phase of reshuffling,marked by disproportionately augmented risks of operations.Throughout the course,orientation of policy is shifting and developers struggle to gain added value in operations against all odds facing the industry.With a record of rapid growth over the past years,the majority of small-medium-sized developers have arrived at a point when improvement should be made in operations and efficiency of management as they seek to penetrate into multiple industries.In such context,it has become mandatory that a system of plan management be devised reasonably and executed effectively,despite the constraints in the idea of management,standardization of product,technology and talent acquisition.This proposal instancing JR,a real estate developer,aims to address deficiencies in plan management,applying the theory of balanced scoring to conceiving of a thorough management system.From a perspective of risk-mitigation,operation-efficiency,and sustainable development,this proposal justifies itself to develop the thesis,having defined the goal of research and methodology.The thesis is meant to put forward effective measures to renew the corporate plan management system using balanced scoring and PDCA recycling after an inquiry into the present problems.
