Economic globalization and China's rapid economic development, making the market more competitive economy, internal and external environment for China's enterprises have taken place along with a huge change. This is our corporate management of the new challenges, forcing companies must strengthen their strategic management. The Balanced Scorecard performance management as the core, the challenge for enterprises to provide a solution. It will be the company's future strategic goals into measurable indicators at this stage to achieve the strategy into concrete actions to employees, is conducive to effective implementation of corporate strategic objectives to enable enterprises to gain a new competitive advantage.Balanced Scorecard is not only the most advanced of a performance measurement tool and it is a strategic communications and strategic implementation of the core tools. Based on the Balanced Scorecard theory to study the establishment of strategic performance management system-oriented approach and implementation of specific programs.Paper first reviews the performance management theory and the most commonly used types of performance management tools, the system reviews the evolution and development of the Balanced Scorecard, Balanced Scorecard concept was proposed based on the performance management system, research methods. Secondly, the Balanced Scorecard theory is based, TDY, represented by real estate development company, with case of performance management in current problems, in-depth analysis of the reasons for the formation of the problem, pointing out that the case for a strategic enterprise performance management as the core management of the need for change. Again, from the case company's mission, vision and strategic analysis of starting to study the establishment of a strategic-oriented performance management system in action. Finally, to ensure that the Balanced Scorecard-based theory of the proper implementation of strategic performance management system and achieve the desired results, the paper also to design the operation of the system, given the operational implementation.This application value and practical significance is that through the study of relevant theory, proposed a "strategic concept of the Balanced Scorecard based Performance Management" research ideas, and through practical case study for the establishment and implementation of strategic performance management system specific methods. China's real estate business for the establishment and implementation of similar strategic performance management system has some practical reference value.
