Compared with the traditional forms of innovation, the regional scientific andtechnological synergy innovation which has better integrate collaborative advantagesof resources and can better bring its advantages into play, has become a more efficientand powerful forms of innovation. It has also got strong support from the country’sleader Hu Jintao and Xi Jinping. However, the regional science and technologysynergy innovation involves multiple innovation participants and invest resourceswhich play very different roles, while the problem of how to identify the role of thesesubjects and how the resources play in synergy innovation lack research.Understanding the influence on science and technology synergy innovation bydifferent participants and resources can play a great role in optimizing the allocationof resources and enhancing the performance of synergy innovation. At the same time,science and technology synergy innovation activities is always taking part in a certainregion of the environment, it is influenced by the environmental factors like regionalpolitical, economic, social and other subject, so identify these environmental factorscan promote regional science and technology synergy innovation better.Based on these, this article discusses the influence of investment and regionalfactors on synergy innovation output. Firstly, this article sorts out the relevantliterature of the regional science and technology synergy innovation, defines theconnotation of relevant words, refers to the theoretical basis, and then analyzes themechanism of how the input and environmental factors influent the regional scienceand technology collaborative innovation outputs. Thirdly, by using the method ofliterature analysis, the author constructs an index system of performance indicators onregional science and technology synergy innovation which involves investmentfactors, environmental factors and outputs. Rely on this, the index is optimized andthe underlying assumptions are made. Then, the article collects a large amount of dataand verifies the underlying assumptions by using the structural equation model. Atlast, this paper presents a series of policy recommendations according to the results.The study finds that both the knowledge and technology synergy innovationinputs have a direct impact on synergy innovation output, while although the regionalenvironmental factors do not impact the innovation performance directly, they cantake effect through indirect influence on the knowledge and technology synergy innovation inputs. This paper also ranks each input indicator, and find that thegovernment’s investment has played an important role, while companies’ and financialinstitutions’ investment need to be strengthened, at the same time, the importance ofregional environmental factors cannot be ignored.
