Research On Trade Facilitation Of China-Mongolia-Russia Economic Corridor

With the continuous development of economic globalization and regional economic integration,the impact of traditional tariff levels on international trade is being weakened,while the factors which are related to trade facilitation,such as customs clearance procedures,port and interconnection infrastructure,government policies,financial and e-commerce efficiency have an increasing impact on international trade.As we know,trade facilitation is an important factor affecting trade cost and trade facilitation is also related to whether the trade potential of China-Mongolia-Russia Economic Corridor can be effectively utilized.Therefore,simplifying trade procedures,coordinating trade procedures,improving policy predictability and customs clearance efficiency are the common demands of all trade participants.Since China put forward the One Belt One Road Initiative in 2013,the three heads of the state of China,Mongolia and Russia have met several times in order to promote the construction of the trade facilitation of China-Mongolia-Russia Economic Corridor.They have taken some effective measures to simplify and coordinate trade procedures,improve the predictability of policies,improve the efficiency of financial payment and improve the efficiency of financial settlement,improve logistics and promote customs clearing efficiency,simplify customs procedures,reduce customs clearing time.Up till the present moment,They have made some progress in simplifying and coordinating trade procedures,improving the predictability of policies,improving the efficiency of the financial payment and improving the efficiency of the financial settlement,improving logistics and promoting customs clearance efficiency simplifying customs procedures,reducing customs clearing time.Up till the present moment,in terms of the progress of the trade facilitation construction,there has been a transformation from a single project to a multi-project comprehensive promotion,from project-driven to a new stage in which it is led by the cooperation mechanism.However,the soft and hard infrastructure in Russia and Mongolia is aging and obsolete and the speed of the construction of the soft and hard infrastructure in Russia and Mongolia is very slow.The projects which are related to promoting the trade facilitation level of China-Mongolia-Russia Economic Corridor jointly constructed by China,Mongolia and Russia didn't meet their expectations,which is seriously restricting the level of trade facilitation in China-Mongolia-Russia Economic Corridor.In order to accurately judge the trade facilitation level of China-Mongolia-Russia Economic Corridor and the impact of trade facilitation level on the economic corridor and provide an important basis for formulating the development strategy of transnational regional economic cooperation and corresponding promotion policies for China-Mongolia-Russia Economic Corridor,this paper builds a trade facilitation measurement system based on infrastructure,customs environment,regulatory environment,finance and e-commerce on the basis of the research on trade facilitation by scholars at home and abroad.We use four trade facilitation indicators which are infrastructure,customs environment,regulatory environment,finance and e-commerce to measure the level of trade facilitation of the countries which we choose and use gravity model to analyse the impact of trade facilitation on trade in China-Mongolia-Russia Corridor.The results of the study show that(1)China has the highest level of trade facilitation in the three countries,followed by Russia,and Mongolia has the lowest level of trade facilitation in the three countries.The result of the study shows that the trade facilitation level of China belongs to the level of general trade facilitation.The result of the study shows that the trade facilitation level of Mongolia belongs to the level of general trade facilitation.The result of the study shows that the trade facilitation level of Russia belongs to the level of inconvenient trade facilitation.In general,the level of trade facilitation in China-Mongolia-Russia Economic Corridor is at the level of inconvenience.(2)analysis of 36 countries which counties has close economic ties with China,Mongolia and Russia shows that the level of trade facilitation has an important influence on the bilateral trade and the improvement of trade facilitation level can promote the growth of bilateral trade.Of course,the impact of the primary indicators of trade facilitation on trade flows is quite different.From the perspective of the impact of infrastructure on trade,we find that the level of infrastructure facilitation in exporting countries has a greater impact on trade than the influence of the level of trade facilitation in importing countries on trade;from the perspective of the impact of the level of customs environment on trade,we find that the level of trade facilitation in importing countries' custom environment has a greater impact on trade than the influence of the level of trade facilitation in exporting countries' customs environment on trade.From the perspective of the impact of regulatory environment on trade,the level of trade facilitation in the regulatory environment of importing countries has a greater impact on trade than the influence of the trade facilitation level of the exporting countries on the trade;from the perspective of the impact of financial and e-commerce facilitation on trade,the level of trade facilitation in financial and e-commerce of importing countries has a greater impact on trade than the level of trade facilitation in financial and e-commerce of exporting countries on trade.Through this empirical analysis,we can see that among the four trade facilitation indicators,the level of infrastructure facilitation has the greatest impact on bilateral trade flows,from which we can see the importance of upgrading the level of infrastructure trade facilitation to enhance the level of trade facilitation and promote bilateral trade flows.In order to improve the level of trade facilitation of China-Mongolia-Russia Economic Corridor,this paper puts forward policies and suggestions from the five aspects which are infrastructure,customs environment,regulatory environment,finance and e-commerce,people-to-people and culture exchange to promote trade facilitation of China-Mongolia-Russia Economic Corridor.Especially at this stage,we should do some important and useful things in order to promote the trade facilitation level of China-Mongolia-Russia Economic Corridor and improve the development of bilateral trade.China,Mongolia and Russia should take some measures to promote the interconnection level of infrastructure and improve the quality of infrastructure and improve logistics efficiency.
