| The development of high-tech industries has an important strategic position in the national economy and international competition.Since 1986,China has been focusing on high-tech industry integration and industrial demonstration.After more than 30 years,China has developed its high-tech industry from zero to a striking pillar industry in each region.Among the issues related to the development of high-tech industries,the most high-profile industry is innovation in high-tech industries,because it is the life-based foundation for the development of high-tech industries and an important part of promoting China's "innovation leads development".When both academia and the industry have agreed that industrial agglomeration is effective in promoting innovation,the difference between specialization and diversification is more conducive to innovation.This study cuts through this divergence point.When most of the research focuses only on the impact of agglomeration on innovation output,it explores the impact of specialization and diversification on innovation efficiency.Specifically,this study used the 31 provinces and municipalities data of China High-tech Industiy Statistical Yearbook 2009-2016 to test the impact of specialization and diversification on the innovation efficiency of high-tech industries by DEA-Tobit model method.And further explore the synergy between research and development atmosphere and specialization and diversification on the innovation efficiency of high-tech industries.The empirical results are as follows:(1)In the pharmaceutical manufacturing industry,specialization inhibits innovation efficiency improvement,diversified agglomeration promotes innovation efficiency improvement;in the electronic and communication equipment manufacturing industry,specialized agglomeration promotes innovation efficiency improvement,diversification agglomeration inhibits innovation efficiency improvement.That is to say,the influence of specialization and diversification on the innovation efficiency of sub-category high-tech industries is quite different.(2)The R&D atmosphere weakens the suppression of innovation efficiency by the specialization of pharmaceutical manufacturing,and enhances the positive promotion of innovation efficiency in the specialization of electronics and communication equipment manufacturing.(3)Business performance,industrial R&D atmosphere and government support can significantly promote the improvement of innovation efficiency in high-tech industries.The average size,export ratio and regional openness of enterprises are not significant. |
