Performance Evaluation Of Public Service Policy Of Agricultural Products Circulation Under The Background Of Precision Poverty Alleviation

Poverty reduction and poverty eradication are common challenges for all countries of the world,since General Secretary Xi Jinping put forward the "poverty in precision,focus on precision,success or failure is accurate" precision poverty reduction strategy,how to build a sound performance evaluation mechanism for the current policy results and poverty alleviation projects to carry out accurate assessment,To improve the scientific and public credibility of the results is the focus of the current third-party evaluation institutions.As a key public service policy in the process of precision poverty alleviation,is the mode,input and effectiveness of the circulation service? As a public service how to achieve precision docking of the poor? is accurate identification,precision and precision management achieved? Whether the need for optimization,adjustment and other issues are government departments and policy makers are concerned about.Although in this round of precision poverty alleviation,more focused on the poor to carry out targeted poverty alleviation work,but can not be denied that the further improvement of rural public service level and service capacity,improve rural public goods supply efficiency is to narrow the gap between urban and rural areas,to achieve rural revitalization strategy is the inevitable choice,but also to do a good job in poverty alleviation prerequisite.Under the background of precision poverty alleviation,this paper relies on the theory and method of rural public policy service,input-output benefit and performance evaluation,combined with literature analysis and field investigation,comprehensive empirical analysis,system analysis and Data Envelopment Analysis(DEA),On the basis of summarizing the theory and method of public service policy performance evaluation at home and abroad,using AHP to optimize index system,constructing DEA model,determining Evaluation decision unit and efficiency measure,using DEA-CCR and CCR dual model to analyze the inputoutput relative benefit of resources,then applying DEA projection analysis,Determine the correct direction and extent to which the decision unit adjusts the input scale.The model is applied to the evaluation of "five integrated" agricultural product planting and circulation system constructed in fish Tsui village,and the production effect,circulation efficiency and the performance level of each resource input and output of the agricultural and marketing cooperatives are analyzed.On the one hand,find the advantage of the model system,to provide reference for the poor village in other areas,to achieve the promotion of the model;On the other hand,the problems of the agricultural product circulation mode,planting plan and sales channel are found out in time,and the relevant optimization suggestions are put forward to optimize the use efficiency of the anti-poverty funds,Better play the country's poor areas of poverty alleviation investment effectiveness,to ensure poor village poverty alleviation on schedule.The results of this study show that poor village produce and circulation benefit is poor,precision poverty alleviation project resource input-output efficiency is low,empirical research object's input-output efficiency is not DEA effective state.Serious resource waste and poor utilization effect are the common weakness of poverty alleviation projects in agricultural products planting industry.The research shows that optimizing the planting scale and promoting the development of the circulation economy in rural areas can play an important role in promoting the integration of the public service and reducing the income disparity.
