A Study Of Precise Deviation In Targeted Poverty Alleviation Policy Implemented By Grassroots Organization

Poverty has always been one of the important factors restricting China's economic and social development.With the development of poverty alleviation work for decades,the number of low-income farmers in China has been greatly reduced.However,due to China's large population base,the number of poor farmers is still considerable.In order to ensure the smooth realization of the two hundred-year struggle goals,getting rid of poverty and becoming rich has become an important link in the journey of building a well-off society in an all-round way.China's poverty alleviation and development work has entered a period of tackling hardships and deep waters.To win the fight against poverty,we must implement precise poverty alleviation.The important guarantee for the effectiveness of precision poverty alleviation lies in the standardization of grassroots organizations in concrete practice.In the implementation work practice,the basic situation of poverty alleviation objects in the implementation work is not clear,the poverty alleviation projects are not targeted,and the poverty alleviation funds are unclear,which seriously affects the accuracy of poverty alleviation in China,so that low-income farmers can not get the help they deserve..This paper takes the practice of poverty alleviation practice in Yangjia Township,Bei'an City,Heilongjiang Province as the research object,and distributes the questionnaire to the poor households who have established the local card,and interviews some local poor households and village cadres.Some grassroots organizations have caused some inaccuracies and problems in the implementation of poverty alleviation work.Finally,based on the actual situation of the localities,countermeasures have been proposed to provide reference for the implementation of this work nationwide.Based on the background of precise poverty alleviation,this paper analyzes the evolution of China's poverty alleviation governance system,and analyzes the connotation,theoretical basis and practical methods of precision poverty alleviation from the academic level,and based on the precise poverty alleviation status of Yangjiaxiang,Bei'an City,Heilongjiang Province.The field investigation pointed out the problems and dilemmas in the practice of precision poverty alleviation,and scientifically analyzed the causes of inaccuracies caused by grassroots organizations in implementing policies,and from accurate identification,precise assistance,precise management and accurate assessment.The direction proposes corresponding optimization suggestions and explores perfect strategies.Finally,the following conclusions are drawn: the rural poverty characteristics of Yangjia Township in Bei'an City of Heilongjiang Province are consistent with the general characteristics of rural poverty.Under the constraints of historical and environmental factors,farmers have a single income channel and low income level.Yang Jiaxiang was found in field research.Grassroots organizations have inaccuracies in identification,assistance,management,and assessment in the practice of precision poverty alleviation policies,and need to be optimized from these four directions.Under the new normal background,it is of great significance to study the precise poverty alleviation as a broad subject and conduct in-depth research.
