The Research On Deviation In Targeted Poverty Alleviation Policy Implemented By Local Government

Anti-poverty has been one of the important issues faced by China's rural governance.Along with the deepening of rural reform,countries continue to relief poverty and intensify development.The government takes the elimination of absolute poverty as a priority,and makes the reduction of continuous destitute areas in poverty as one of the main tasks of the anti-poverty as well.Targeted poverty alleviation policy is the main policy for poverty alleviation of our country at present.Therefore,this article investigates the policy's execution by the local government itself as the executor based on the implementation of targeted poverty alleviation policy.Then summarize its characteristics,and analyzes the characteristics of the formation and the impact on the village.On this basis,this paper probes into how the grassroots government implements effective governance,and how to improve the effectiveness of policy implementation.This study selected the C village which is a typical targeted poverty alleviation village in Gan Su province to research the grass-roots government which is the main body of the research.Based on the definition of the targeted poverty alleviation policy,this research establishes an operationalization respectively on the poverty alleviation objects,the implementation,the arrangement of poverty alleviation programs,fund use,labor use of government,poverty alleviation effect and other dimensions.And through the participation and the observation to relevant government poverty alleviation,I had a deeper understanding of targeted poverty alleviation policy.Used field research,questionnaire survey and other data collection methods,and combined with literature analysis,interviews,data analysis and data statistics,I investigated the accurate situation of the implementation of the targeted poverty alleviation policy from six aspects,and systematically presented the status of the whole policy.Study shows that the basic unit governments have some aiming deviation in the implementation of accurate poverty alleviation policy.The main cause of this is the selective governance of grass-roots government.Selective governance is a kind of rational choice of grassroots government,in considering the situation of the village;grass-roots government would make some adaptations to the implementation.So the basic unit governments work selectively to embody the initiative.Selective governance reflects the local government as the main body of rationality,systematically considered the environmental factors and influence the implementation would have,then selectively implement the policy in the perspective of their own interests and demands.This method is also a solution of solving the deviation of national policy from the design to execution.
