QH Insurance Group is a collectivized insurance company owning numerous branch offices and subsidiary corporations.Administrative management and service center of the headquarters(hereinafter referred to as “administration center”)serve as hub department in the company.They play a crucial part in realizing the company's strategic development.Under prudential regulation in recent years,the company undergoes the strategy transformation from extensive rapid development to compliance steady development.Under the new situation,the administration center is required to play its strategic role in planning and coordination,cost control and risk management and control.But the center presents poor role positioning,imperfect inner control system and weak talent echelon construction.The problems are directly related to the impossibility for its performance indicator system to conform to corporate strategic requirement.Balanced Score Card is to implement the organizational strategy in performance management system with operable measurement index and target value from perspective of finance,customer,inner operation,learning and growth.It is designed to establish performance management system to “realize strategic guidance”.The author diagnoses the problems arising in performance indicator system of administration center in QH Insurance Group,and uses Balanced Score Card to improve the system.All of these efforts are to promote the role restructuring of the administration center and enhanced total performance,guaranteeing the company's achieving its strategic target.Moreover,through this research,appraisal difficulty in the administrative department is explored and resolved,enriching the applied research of Balanced Score Card in construction of the department's performance indicator system.Focusing on the research theme,the author gathers,sorts out and analyzes relevant document literature,laying a solid foundation through questionnaire,interview and discussion.The research is conducted in combination of SMART principle,“fishbone diagram” analysis and mind mapping.After the research thought and frame of the paper are made explicit,the author diagnoses the problems arising performance indicator system in administration center,and uses Balanced Score Card to improve the system.During the improvement process,strategic map is drawn from perspective of finance,customer,inner operation,learning and growth.The article uses value tree model to set the performance indicator,and analytic hierarchy process to build the step-up cascade model for the indicator system.Sum product method is used to calculate the index weight to finally create a scientific and all-round performance indicator system.In the end,the article presents a summary of the research achievement and deficiency.
