With the rapid development of the Internet,mobile communication and information technology has become the competitive highland of global technological innovation.the industry has the characteristics of centralized R & D investment,active innovation,wide application and so on.At the same time,enterprises gradually step into the mode of global management,the maturity cycle of enterprises is gradually shortened,and the market competition has become more and more intense.In this environment,the survival and development of enterprises not only depends on their own efforts,but also depends on their relationship with upstream and downstream enterprises and customers.the level of competition has also changed from a single enterprise competition to the competition of enterprise value chain.In this regard,scholars have carried out extensive research,but the research on the value chain of the communication industry is still relatively small.This paper takes DT Company as the object,constructs the performance evaluation index system based on the value chain,and optimizes its existing performance evaluation system.First of all,after reviewing the existing performance evaluation theory and value chain theory,this paper analyzes the current situation of DT company performance evaluation,and finds that the existing performance evaluation system pays too much attention to financial performance.Lack of evaluation of technological innovation,human capital and low attention to the external value chain;secondly,put forward the overall idea of the research on the performance evaluation index system based on value chain theory,This paper expounds the comprehensive principle,cost-benefit principle,maneuverability principle and the construction principle of combining qualitative and quantitative analysis of the performance evaluation index system,and then constructs the performance evaluation index system of DT company from the internal value chain and the external value chain.The analytic hierarchy process(AHP)is used to obtain the index level and the weight of each index,and the performance level of the company is compared and analyzed by taking the 2017 data of the company as an example.finally,According to the performance evaluation system of the company,this paper puts forward some suggestions: the company should attach importance to the ability of sustainable development,strengthen the strategic deployment of talents,and improve the construction of information system.In the process of research,this paper uses the scientific concept of development to select the performance evaluation indicators.Only on the basis of the all-round development of the company can the results of the performance evaluation of the company be measured comprehensively and accurately.And the scientific development of the performance evaluation index system to a certain extent reduces the company's focus on short-term objectives of the drawbacks,promoting the company to pay attention to long-term development.It is of great significance to the sustainable and stable development of the company.With the rapid development of the technological innovation,human capital and low attention to external value chain.Secondly,it puts forward the overall idea of the research on the performance evaluation index system based on the value chain theory,and expounds the comprehensive principle,cost-benefit principle,maneuverability principle and the construction principle of the combination of qualitative and quantitative analysis of the performance evaluation index system.Then,it constructs the performance evaluation index system of DT company from the internal value chain and external value chain,uses the analytic hierarchy process to get the index level and each index weight of the company,and takes the 2017 data of the company as an example to compare and analyze its performance level.In the process of research,this paper selects the performance evaluation indicators from the perspective of sustainable development,and the performance evaluation results of the company can be measured comprehensively and accurately only on the basis of the all-round development of the company.The performance evaluation index system of sustainable development reduces the malpractice of the company to some extent,urges the company to pay attention to the long-term development,and is of great significance to the sustainable and stable development of the company.
