China is currently in the process of urbanization.Coinciding with the development of China's urbanization process and the enhancement of economic level,the infrastructure construction demand becomes higher and higher,the infrastructure construction of China mainly be invested and constructed by government,and be operated by the monopoly of state-owned enterprises However,this pattern is weakness,especially when the local governments' funding pressure is heavier than before,the limited income of government becomes difficult to adapt to higher capital requirements of the construction of infrastructure.PPP(Public – Private Partnership,public-private partnerships),as a new model of infrastructure construction and operation,introduces private capital into this sphere,which can not only reduce the governments financial pressure,but also creat the market for the enterprises.This model can effectively eliminate the phenomenon of government is the only origin of investment in Public infrastructure projects,and the monopoly of state-owned enterprises.And the model has obvious advantages in the supply of funding,the efficiency of funding supplying and the improvement of funding quality.In 2005 and 2010,the state council issued the new and old "Section 36",and the executive meeting of the state council in 2012 required all regions and relevant departments to take effective measures to implement relevant policies to encourage private investment.After the 18 th national congress of the communist party of China in 2014,the regulation department of the national development and reform commission started to promote the legislation of infrastructure franchising.The introduction of relevant policies and the government's new measures have continuously broadened the scope and channels for private capital to participate in infrastructure,social public utilities and other fields.The introduction and application of PPP mode will enable private capital to participate in the construction of infrastructure and urbanization,and achieve a "win-win situation" under the reasonable use and supervision.Scholars at home and abroad in recent years,research on the application of PPP pattern of more and more concrete,more targeted,but this article with CX city GH town as an example,discusses how to better promote the scope of small city and township and the application of PPP pattern,the new type of urbanization in the construction of infrastructure PPP project analyzes the existing problems,and puts forward related Suggestions,to other domestic small city in the process of urbanization to develop infrastructure PPP mode has certain reference significance.
