Research On Performance Evaluation Of Land-based Pension Model From The Perspective Of Farmers

Our country has been in the accelerated development stage of aging,and the corresponding social security level and pension welfare level have not been followed up at the same time.With the gradual transfer of rural labor force to cities,the dual security function of rural land in agricultural production and social security has been continuously weakened,and the traditional family pension mode in rural areas is unsustainable.Starting from contracted land and homestead,some areas of our country combine rural land with old-age support,explore different forms of old-age support by land,and endow rural land with the significance of a new era of security function.Shandong Province is a large agricultural province and a large population province in China.By the end of 2017,the elderly population in Shandong Province had exceeded 21.37 million,ranking first in the country,with 50.1% of the elderly population in rural areas.The aging degree in rural areas is continuously improving,and the problem of providing for the aged in rural areas is gradually prominent.Based on this,this paper selects Binzhou City in Shandong Province as the investigation object,analyzes the background,mechanism and existing problems of the land-based pension model in this area,and puts forward some targeted suggestions,so as to provide basis for the development and promotion of the land-based pension model in rural areas of China.Based on welfare pluralism theory,land value theory and family intergenerational The fortune theory,this paper analyzes and discusses the pattern of land-based pension in Binzhou City of Shandong Province on the basis of studying rural pension and land circulation.First of all,the meaning of providing for the aged by land in this region should be clarified,and it should be distinguished from other regions' providing for the aged by land and traditional land security.Secondly,it elaborates the background,operation and potential risks of the pattern of providing for the aged by land in this region.Thirdly,the index system is constructed,the index weight is determined by AHP and entropy weight method,and 201 valid questionnaires are obtained through field investigation.Finally,from the three dimensions of life care,living environment and Spiritual comfort,the fuzzy comprehensive evaluation method is used to evaluate the performance of the land-based pension model from the perspective of farmers.Through the research,the following conclusions can be drawn:(1)The pattern of providing for the aged by land in rural areas in this region is based on the development trend of merging villages and living together in the process of urbanization.On the basis of different forms of circulation of the right to use rural homestead and the right to operate contracted land,the rural residents led by the government,led by enterprises and collectively participated by villages are relocated as a whole,and the elderly aged 70 and above are free to live in the centralized pattern of providing for the aged built by enterprises in pension apartment.(2)Farmers' participation in land-based pension and their evaluation after participation are all influenced by micro factors such as personal characteristics,family characteristics,economic sources and macro factors such as relevant government policies,regional development and social pension security.(3)On the basis of setting a full score of 5,the overall score of farmers on the performance evaluation of the pension mode is 4.4143,and farmers have a higher evaluation on the development of the land-based pension mode in this area.In the evaluation of secondary indicators,Spiritual comfort's evaluation is higher than that of living environment and living care,which is the same as the expectation before the research.Based on the above contents,this paper thinks about the promotion of the land-based pension model in Shandong province,and puts forward some suggestions from the following aspects:(1)the government should establish a perfect homestead replacement and contracted land transfer system,strengthen the insurance mechanism of land-based pension,and increase the government's policy support and supervision;(2)Enterprises should innovate the Diversified Business model and improve the infrastructure construction in and around pension apartment.(3)Farmers themselves should overcome the traditional concept of life and conform to the trend of the times.We will jointly promote the development of urbanization and co-habitation in villages,improve the rural old-age care system,and promote the sustainable and stable development of the land-based old-age care model.
