In recent years,with the continuous advancement of urbanization,the rural surplus labor shifts to the urban non-agricultural sector gradually,which is the inevitable result of China's urbanization.How to transform the surplus labor force in the vast rural areas into urban residents,and realize the rational allocation of rural labor resources? It has always been the key to solving the “Three Rural Issues”,and the urban-rural dual structure.To accelerate the urbanization and rural labor transfer,it is necessary to find out the important factors that affect the transfer of rural labor,and solve the problems pertinently.As the main participation of the process,the willingness of rural labor will directly affect the realization of this goal.This paper takes Enyang as an example,a labor transfer area in the northeastern of Sichuan province,to study the factors affecting the willingness of rural labor transfer.It is expected to provide relevant reference for the transfer of rural labor orderly in Enyang district and even in the whole province of Sichuan or other labor exporting provinces.This paper adopts literature research method,questionnaire survey method,interview method,qualitative analysis method and econometric analysis method.Comprehensively applies the Dual Structure theory,Todaro theory,New economic migration theory,etc.Questionnaire survey and interviews are conducted from 360 households of 12 administrative villages in the district of Enyang in Bazhong City.The paper analyzes the status quo,willingness and problems of rural labor transfer,and adopts the binary logistic model to do empirical analysis.Variables are elected from five dimensions: personal factors,family factors,social psychological factors,residential environment factors and policy institutional factors.From the two aspects of transfer decisions-making willingness and mode intention,the factors affecting the willingness of rural labor transfer are analyzed.On this basis,the countermeasures and suggestions for promoting the rational and effective transfer of rural labor in Enyang district are put forward.The survey found that rural labor transfer in Enyang district has problems of low cultural quality,lack of social security,low degree of organization,etc.The study concluded that the expected income,the per capital cultivated,and the number of workers affects the willingness of the rural labor positively.Age,marital status,personality traits,annual family income,and household registration system have significant negative impact.Further research found that age,education,family annual income,non-agricultural income ratio,family support and dependency,the degree of preference for the current place,and the quality of the cadres in the villages have significant influence on the local and off-site transfer of rural labor.In order to promote the rational and effective transfer of rural labor in Enyang,it is necessary to improve from the following aspects: First,strengthen rural education and improve the quality of rural labor;second,strengthen government service functions and improve the labor market;third,optimize local industrial structure and expand the rural labor transfer space;the fourth,break the urban-rural dual structure and promote rural revitalization.
