In 2019,the National Development and Reform Commission re-emphasized the need to encourage the active use of idle homesteads and houses on the basis of "three separation of powers" on homesteads.Throughout the country,in the reform of the "three rights separation" system of housing sites,pilots have been used to revitalize the use of housing sites.In this process,it is urgent to understand the current situation of housing site transfer and farmers' wishes.The analysis of the influencing factors and the construction of a transfer mechanism for the use rights of rural homesteads will help increase farmers' property income,increase the intensive utilization rate of homesteads,and promote urbanization.It will provide an empirical reference for the government to formulate relevant policies for reviving the right to use homesteads And theoretical basis.This article takes Badu District and Qingbaijiang District of Chengdu City,Sichuan Province as research areas,and adopts a variety of scientific research methods to design questionnaires from five aspects,including personal characteristics,family characteristics,homestead characteristics,policy characteristics,and psychological characteristics.The research team recovered 458 valid questionnaires through sampling surveys from November 2018 to August 2019 as a research sample,and conducted statistical analysis from the three aspects of inflow,outflow and non-circulation of the right to the use of the homestead to obtain the basic characteristics and circulation characteristics of the sample.SPSS22.0 software was used to carry out quantitative processing of Logistic regression model to analyze the significant factors affecting the transfer of the right to use the homestead.Combining internal factors with external dynamics analysis,constructing a transfer mechanism for the right to use ruralhomesteads in terms of transfer price mechanisms,incentive-restriction mechanisms,and effective transfer mechanisms.The following conclusions were reached through analysis:(1)Based on the analysis of the samples,it is found that,on the whole,the farmers' willingness to transfer the right to use the homestead is strong.A total of 318 said they were willing to transfer homesteads,accounting for 69.43% of the total.Among them,305 were willing to transfer out,accounting for 66.59% of the total;13 were willing to transfer in,accounting for 2.84% of the total.29.21% of peasant households expressed their unwillingness to transfer the right to use the homestead.The willingness to transfer the right to use the homestead is generally more positive,but some farmers still have concerns about the current status of the transfer and are on the sidelines.(2)From the perspective of the transfer of the right to the use of homesteads,the factors that influence the rotation of the right to use the homestead are mainly the main sources of income for households,the situation of farmland abandonment,non-agricultural migration aspirations,the number of migrants,the situation of idle homesteads,and policy factors;Age,housing floor,government dependence,etc.(3)From the perspective of the non-transfer of the right to use the homestead,farmers have more concerns in the transfer of the right to use the homestead,mainly due to the livelihood issues after the transfer.Some people are mainly engaged in agricultural labor production,and they are highly dependent on homesteads.The other part is due to dissatisfaction with the benefits of the transfer or worry about not being able to adapt to the new living environment,making conservative choices under the comprehensive consideration of benefits and risks.According to the research and analysis,the following measures and suggestions are proposed from the aspects of the current situation of circulation and influencing factors:(1)Strengthen the publicity of the housing site policy and respect the wishes of farmers;(2)Inspire farmers to legally transfer and restrict hidden transfers;(3)Improve and simplify integration Circulation approval procedures;(4)Revitalizing homesteads through multiple channels.
