| The report of the 19 th CPC National Congress have made a new scientific judgment on the main contradictions in our society at present,pointing out that socialism with Chinese characteristics has entered a new era,and the main contradictions in our society have been transformed into the contradiction between the growing needs of the people and the development of unbalanced and inadequate.This major political assertion provides a theoretical basis and direction for us to implement the new era food safety strategy and do a good job in the new era of food safety work.To constantly improve the level of food safety supervision and ensure a healthy diet for the people is not only a major livelihood issue that governments at all levels must face,but also an important aspect of continuously meeting the growing needs of the people for a better life.In recent years,the state has continuously improved the top-level design of food safety governance.Reform needs "top-level design" but more need "grass-roots implementation",food safety supervision focus at the grass-roots level,the effect is reflected in the grass roots,the quality of food safety supervision at the grass-roots level directly determines the overall trend of food safety.At present,although the overall food safety situation in the country is generally stable,there are still many problems and difficulties in food safety supervision at the grass-roots level,food safety level is still quite far from the expectations of the people.With the continuous improvement of people’s living standards,the people eagerly look forward to eating safer and healthier.Based on the comprehensive analysis of the research results of food safety supervision of scholars at home and abroad,this paper clarifies and defines the basic concepts of food safety supervision at the grassroots level,and expounds the relevant theoretical basis.At the same time,the paper summarizes the historical evolution and present situation of China’s food safety supervision system,and analyzes and studies the main problems and causes of food safety supervision at the grassroots level in China.Then,taking the Qingdao M area of the author’s work as an example,this paper briefly introduces the basic general situation of food safety in Qingdao M area at present,and deeply analyzes the specific problems and causes.Finally,on the basis of comprehensive analysis of the new system and new institutions in the local actual operation,this paper summarizes the advanced experience of foreign countries and other regions after the reform of the country,probes into the countermeasures and methods to effectively solve the problems existing in the primary food safety supervision,and constructs the supervision system mechanism which is more efficient and conforms to the actual situation of the grassroots in order to better protect the people’s "safety on the tip of the tongue. |
