Research On The Problems And Countermeasures Of Food Safety Supervision In Z District Of Zigong City

Food Safety is closely related to people‘s Daily Health.Food safety is closely related to the rejuvenation of the whole nation and the long-term stability of China.Nowadays,with the development of social networks and the rapid spread of information,ordinary people can become the disseminators and producers of information.The safety of food is also the most sensitive issue for people.Once problems arise,negative information will spread at the speed of light,seriously undermines the credibility of the government.Therefore,to improve the level of food safety supervision plays an important role in protecting people’s health and maintaining social stability and harmony.In recent years,through several rounds of institutional reforms,the state has continuously improved the food safety supervision system,continuously increased the supervision of food,and continuously improved laws,regulations and rules related to food safety,strict law enforcement has cracked down on the increasingly rampant illegal acts of counterfeiters,safeguarding the people‘s health and property safety.In 2019,regulations on the responsibility system for food safety of leading cadres of local parties and governments,opinions of the CPC Central Committee and the State Council on deepening reform and strengthening food safety work,opinions of the General Offices of the provincial office of the Chinese Communist Party and the People’s Government of Sichuan Province on the implementation of the joint responsibilities of parties and governments for food safety,and regulations on the implementation of the Food Safety Law of the People’s Republic of China were promulgated one after another,food safety supervision has been standardized and strengthened.The study of food safety supervision is a way to comply with the working principles of the Party and the state and practice Mass line.It is of great social significance.The focal point of food safety supervision is at the grassroots level,the implementation of the supervision policy also focuses on the grass-roots level,studying the issue of food safety supervision at the grass-roots level,so as to be able to understand the current situation of food safety supervision more directly and truly,and put forward targeted and effective measures to enhance the ability of food safety supervision,in response to the public’s expectation for food safety.The main purpose of this study is to discuss the problems of food safety supervision in Z district of Zigong.By using the experience of advanced food supervision at home and abroad for reference,the methods of Literature Research,case study,questionnaire investigation and interview research,based on the market failure theory,government regulation theory and New Public Service theory,this paper defines the related concepts of grass-roots food safety supervision.Based on the historical development of China’s food safety supervision system and the current situation of the food safety supervision agencies in Z district of Zigong,combined with the questionnaire investigation and interview research,it is concluded that there are some problems in the z district of Zigong,such as the lack of responsibility of the main producer,insufficient supervision ability,imperfect supervision mechanism,imperfect laws and regulations of food,etc.,considering that the root causes of the problems facing the supervision in zone Z of Zigong are the lack of supervision over the credit of enterprises,the backwardness of the level of productivity,the lag of supervision means,the weakness of the supervision force at the grass-roots level,the insufficient investment in supervision funds,the weak awareness of consumer safety,the inadequacy of relevant laws and standards,the lack of implementation of laws and regulations,and the obstruction of the channels for complaints and reports,it is necessary to strengthen supervision in such areas as raising the level of industrial development,implementing the responsibility of the main body of enterprises,improving the self-discipline of the industry,enhancing the ability of supervision,improving the supervision mechanism,perfecting laws and regulations,and establishing a long-term supervision mechanism for food safety,we will improve relevant systems of food safety management,production and Operation Licensing,Operation Credit,risk monitoring and assessment,food safety information disclosure and accident accountability.To further promote the establishment of a sound,scientific and efficient food supervision system and operation mechanism in the Z region of Zigong,to provide theoretical support for innovation in the food safety supervision working mechanism in the new era,this paper discusses the current situation,problems and countermeasures of food safety supervision in Z district of Zigong,puts forward the theoretical opinions to solve the similar problems,and further combs the practical supervision measures in z district of Zigong,to provide some reference for the implementation of the next step policies and measures of food safety supervision in z district of Zigong,to further guide and solve the new situation and new problems faced by the grass-roots food supervision work,and to improve work efficiency,to further protect the People’s food safety,for other cities at the same level to solve their own food supervision problems,difficulties to provide reference value.
