Sichuan Tibetan area is not only a series of extremely poor areas,but also a deep poverty-stricken area.It has the characteristics of poor ecology,many poverty-causing factors,imperfect basic equipment and services such as public transportation,drinking water facilities,medical services,etc.The incidence of poverty is much higher than other areas.Therefore,we should strengthen the policy of poverty alleviation in Sichuan Tibetan area to ensure that Sichuan Tibetan area can get rid of poverty on schedule.Therefore,exploring the achievements and problems of micro-credit in poverty alleviation in Sichuan Tibetan region and evaluating its poverty alleviation performance can promote better service of micro-credit to farmers.It is a great significance for poverty alleviation in Sichuan Tibetan areas.This paper first expounds the poverty situation of Tibetan areas in sichuan,sorts out the natural conditions,cultural society and economic and industrial development in the development of Tibetan areas,and analyzes in detail the causes of poverty in Tibetan areas in sichuan and the difficulties and problems existing in the process of poverty alleviation.Secondly,the operational mechanism of poverty alleviation microfinance in Tibetan areas of sichuan province is elaborated and the current situation of poverty alleviation is analyzed,in which the existing operational mechanism is sorted out respectively from the organizational structure of poverty alleviation microfinance,rating and credit granting methods and indicators,loan application,use process,repayment and interest discount.In poverty alleviation situation,respectively from the sichuan Tibetan anti-poverty microfinance policies and regulations,farmers microcredit loans for poverty alleviation and the status of the use cases and anti-poverty microfinance three aspects analyze the status quo for poverty alleviation,reflects the current poverty alleviation microfinance though great achievements have been madein the poverty alleviation work,but there are still some deficiencies need to be improved.Then in sichuan Tibetan areas the microfinance poverty alleviation performance quantitative study,on the one hand,from the empirical perspective to build the OLS multivariate regression model,on the performance of the microfinance poverty alleviation in a Tibetan areas,study,poverty alleviation of microfinance credit funds and has a positive influence on relationship between poor in all kinds of income,poor skills training and education can ultimately affect the poor out of poverty 'income.To some extent,the religious belief of poor households has a negative impact on poverty alleviation and income increase.At last,the case analysis method is adopted to evaluate the poverty alleviation status of micro-credit in x village of ruoergai county,and the result proves that the poverty alleviation micro-credit plays a role in promoting the poverty alleviation and income increase of farmers in terms of production and operation and asset appreciation.Finally on the basis of the above put forward the corresponding conclusions and policy Suggestions,put forward to increase publicity of microfinance,actively carry out integrity education,increase the rate of poor loanable,flexible,time limit for the peasant household credit lines and explore the multiple model for poverty alleviation,technology and education training,improve the supervision of different main body credit,construct the mechanism of different main body punishment and the Tibetan regions to realize credit poverty alleviation policy tilt,appropriate regulatory policy easing Tibetan areas financial institutions such as policy recommendations.
