Research On The Targeted Poverty Alleviation Performance Of Inner Mongolia

Inner Mongolia is a remote area,with a large range of poor and backward areas.There are a large number of poor people in the whole region.As of late 2015,the district and 802000 poor people,therefore,the Inner Mongolia autonomous region in the central party committee the top design under the guidance of precision poverty alleviation,precision fully implementing the strategy for poverty alleviation,established how ZhiPin,who is going to,how to out of poverty concept for poverty alleviation,from "accurate identification,accurate support,precise exit" to help poor people out of poverty to get rich ran off.From Inner Mongolia so far since the precise policy for poverty alleviation,there are few empirical research literature on Inner Mongolia poverty reduction performance,therefore,makes an empirical analysis in this paper,the research direction,to get accurate results for poverty alleviation in Inner Mongolia,and then to the Inner Mongolia autonomous region puts forward related Suggestions about accurate poverty alleviation policy,all out of poverty as soon as possible,in order to Inner Mongolia autonomous region to build a well-off society in an all-round way.This paper summarizes the national general policy for poverty alleviation precisely,the accuracy of Inner Mongolia and refine previous poverty alleviation policy implementing performance evaluation system of thought and structure for poverty alleviation,on the basis of three aspects according to the precision of poverty alleviation "accurate identification,accurate support,precise exit",accurate total funding for poverty alleviation,and accurate,"a group of five" poverty alleviation policy of helping to establish precise output index and accurate input indicators for poverty alleviation.This paper has the following aspects:First of all,this paper constructs multiple regression models for the important precision poverty alleviation output indicators,so as to obtain the correlation between the precision poverty alleviation input indicators and the output indicators and the degree of influence.For poor people,according to the results of cross tent card's poor to have significant impact on exit,worth mastering several funding for poverty alleviation and industry have significant effects on village road hardening mileage,industrial funds and funds for poverty alleviation has significant influence on farmers transfer employment;Secondly,this paper conducts factor analysis on the output variables of precision poverty alleviation to study the precision poverty alleviation effect of various league cities in Inner Mongolia.Results show that the extracted from 10 precise output indicators for poverty alleviation of the four common factor is more appropriate,and the four common factor has obvious economics meanings to named solution,from the comprehensive factor score,accurate comprehensive score for poverty alleviation is 58.33%,only seven of the union city shows that accuracy of Inner Mongolia poverty reduction effect in general;Thirdly,four common factors obtained from factor analysis are used as the output index of precision poverty alleviation and two input indexes of precision poverty alleviation to evaluate the precision poverty alleviation efficiency of DEA model.Results show that the overall accuracy of Inner Mongolia poverty reduction efficiency is very poor,and there are big differences between each union city,only the accuracy of wulanchabu and wuhai two union city poverty alleviation efficiency is DEA efficient,accurate poverty alleviation efficiency of other au city all is poorer,and the scale efficiency of inefficiencies are precise poverty alleviation of the main causes of poor efficiency.Then,the redundancy value is used to explain how each DEA invalid eu market should be adjusted in theory so as to maximize the precision poverty alleviation efficiency.Finally,this paper gives policy Suggestions on targeted poverty alleviation in Inner Mongolia autonomous region and points out the shortcomings of this paper.
