The thermal power enterprises had experienced a long-time declining period. It is the time to start enterprise reform for getting out previous declining, as there are many supporting policy, like Coal-electricity integrated complex. But enterprises have to recruit employee frequently, especially the managers, due to the serious brain drain. Nevertheless, the unsoundness of recruitment system leads to the difficulty in selecting talent fast and accurately, as for characteristics of SOE. Particularly for middle-level managers, they are the practice subject on operation of enterprise. If making the wrong choice, it will do harm to all aspects, and finally influences economic benefit of enterprise. So the primary task for Thermal Power Enterprises in Shanxi Province is to improve recruitment system on middle-level managers. Moreover, competency model summarize basic competence the industry need, by analyzing characteristics of excellent jobholder. Combining competency with recruitment system will improve selecting talent efficiently. It shows that redesigning the recruitment system of middle-level managers of thermal power enterprises in Shanxi province based on competency will be good pertinence.In this paper, summarizing review on research status of competency and theory on recruitment firstly. Analyzing deficiency and reasons of recent recruitment of middle-level managers of thermal power enterprises in Shanxi province at the same time. otherwise, studying advantage of competency recruitment and feasibility analysis of introducing competency presently. Secondly, Constructing competency model of middle-level managers of thermal power enterprises in Shanxi province, through literature analysis, Behavior Event Interview and factor analysis. Then choosing principal component weight method to construct quantitative index evaluation system of the competency model. Finally, designing recruitment system of middle-level managers of thermal power enterprises in Shanxi province based on competency model. Meanwhile, adding competency quantitative evaluation approach onto post information arrangement and behavior description interview. In order to get effect of overall optimization of recruitment system, the rest aspects of recruitment system will be improved according to industry status and Chinese conditions.The major conclusions of paper are as follows: constructing competency model of middle-level managers of thermal power enterprises in Shanxi province, including 5 dimensions totally. They are reductive capacity, working attitude, innovation, leadership traits and execution, and there are 30 indexes of competency in all dimensions. Then endowing every indexes with weight to construct quantitative index evaluation system. After these, designing recruitment system of middle-level managers by competency model above. Behavior description interview is key part to add competency to improve evaluating efficiency and accuracy of interview.The major innovative points of paper are as follows: constructing competency model of middle-level managers of thermal power enterprises in Shanxi province, combining with regional characteristics and industrial characteristics. Not only enriched practical field of competency, but also solving predicament of recruitment of thermal power enterprises in Shanxi province. What’s more, completing making every index quantitative in model. It provides integrated and visual evaluation system for designing recruitment system of middle-level managers, which is convenient to select talents for enterprises.
