Design And Application Of Performance Evaluation System For PPP Project Based On "Five In One"

The PPP(Public Private Partnership)project is mainly built and operated by the government and the private sector as an infrastructure project.As of the end of October 2018,there were a total of 8,441 PPP projects in the country,with a total investment of about 12.6trillion yuan.Due to the large scale of investment in PPP projects,long cooperation period,irregular operation of some projects and a large number of off-balance sheet operations,the financial risks of enterprises are very high.Therefore,the state has issued a series of documents to emphasize the importance of performance appraisal for PPP project management.At present,performance appraisal has become an effective way to evaluate government financial expenditures and corporate management.In the context of China's vigorous development of PPP projects and the performance evaluation of PPP projects is still in its infancy,the authors,based on reading a large amount of literature and research,aim to explore a set of ideas and methods suitable for PPP project performance evaluation.Make China's PPP project performance evaluation system more scientific and perfect.The whole process of PPP project from the initial preparation to the completion and use of the project will have an impact on the economy,politics,culture,society and ecology.The author believes that the“five in one”is more in line with the design needs of the PPP project performance evaluation system.Therefore,a performance evaluation index system based on“five in one” PPP project was proposed.This paper is based on an independent third-party perspective to study how to determine the PPP project evaluation indicators and how to determine the weight of the indicators.By using the analytic hierarchy process to determine the weight of the indicators of PPP project performance evaluation,the fuzzy comprehensive evaluation method is applied to the G205 national road reconstruction PPP project.At the same time,in order to verify the reliability of the performance evaluation model,this paper is verified through on-site investigation and inquiry to the construction unit.Most people think that the evaluation results are in line with the actual situation.Therefore,this paper is based on the “five-in-one” PPP project.The performance evaluation system is operational and conforms to the actual PPP project management work in China.There are certain differences in the performance evaluation stages of PPP projects,different industry categories,and different reward mechanisms.Based on the literature reading,this paper uses a combination of expert interviews and questionnaires,from economic,political,cultural,The social and ecological construction starts from five dimensions and combines the differences between the pre-project,construction period,operation period and handover period,and then considers the return mechanism and industry characteristics,and divides the evaluation indicators into common indicators and characteristic indicators.Among them,the common indicator is an indicator that needs to be evaluated for all types of PPP projects,and the characteristic indicator is an indicator related to a specific PPP project.Based on the comprehensive consideration of the commonality andcharacteristics of PPP project performance evaluation,quantitative and qualitative indicators,the PPP project performance evaluation system in line with China's actual situation is established,which helps to find out the problem more clearly and accurately in the PPP project management work.There is a certain practical value in it.
