Urbanization in China has steped into a new period of rapid development in recent years,which is characterized by the large increase in the size of the urban population.As the carrier of all social and economic activities of the city,urban construction land also shows a rapid expansion trend in the new period of urbanization development.Shandong province,as a large province of population and economy,its economic development level continues to improve,and the scale of urban construction land continues to increase,which makes the contradiction between supply and demand of urban land becoming more and more acute,and also brings a series of negative effects to the city.Therefor how to realize the economical and intensive utilization of urban construction land and effectively control upon the disorderly expansion of urban construction land has become a significant issue to be solved urgently.This paper use 17 cities in Shandong province as an example,the scale of urban land as the research object.Through the change of the scale and speed of the urban construction land in Shandong province from 2000 to 2016,The temporal and spatial characteristics of urban construction land expansion in Shandong province are explored from the aspects of internal structure change and utilization efficiency change.Then seven indexes choose from economy,society and environment,correlating with the expansion of urban construction land,are used for qualitative analysis.Based on the geographical weighted regression model,the influence of dominant driving factors is studied in different regions and periods.Finally,according to the actual characteristics of urban construction land expansion in Shandong province,the corresponding countermeasures and suggestions are present.The main research contents and conclusions of this paper are divided into three aspects:(1)Spatial and temporal characteristics of urban construction land in Shandong province.Index of construction land,expansion speed and equilibrium are introduced to study the change of scale,speed and internal structure of construction land expansion in Shandong province.During the research period,the scale of urban construction land in Shandong province is expanding continuously,and there are obvious differences in the scale of each city;the speed of urban construction land expansion shows a rapid expansion-slow expansion trend,and the expansion speed has changed greatly.Construction land by structure tends to reasonable,uniform,stable development gradually.(2)Analysis of the utilization efficiency of urban construction land in Shandong province.The static and dynamic efficiency changes of efficiency of urban construction land use is studied by the super-efficiency DEA model and DEAMalmquist index model.The results find that the static level of urban construction land allocation efficiency in Shandong province present a downward trend.The difference between regions is obvious,and the improvement extent of efficiency has no significant changes.(3)Analysis of driving factors of urban construction land expansion in Shandong province.Through the OLS regression fit of urban construction land and driving factors,the main driving factors of urban construction land expansion in different periods were screened out.And the spatial distribution of the influence degree of driving factors is studied by using the geographical weighted regression model.The results show that the dominant driving factors of urban construction land expansion in Shandong province are different in different periods,and the main driving factors of urban construction land expansion in Shandong province in 2000 were population,the ratio of tertiary and secondary industries and local fiscal expenditure.In 2005,the dominant drivers were population,fixed asset investment and local fiscal expenditure,and 2010 were population and fixed asset investment;In 2016,the ratio of tertiary and secondary industries,the regional GDP,local fiscal expenditure,and the influence of each leading factor on the expansion of urban construction land were significantly different among different regional cities.Based on the results of empirical analysis,this paper proposes the actively promoted transformation of urban construction land expansion mode to improve theefficiency of urban construction land use.Meanwhile,in order to provide a theoretical basis for rational utilization and effective allocation of construction land in Shandong province,tapping the potential of existing urban construction land,and priority to idle use are also presented.
