Study On Risk Management Of Guangzhou Government Procurement Project

2019 is the sixteenth anniversary of the implementation of the Government Procurement Law of the People's Republic of China.After the Nineteenth National Congress of the Communist Party of China,the work of government procurement is facing higher requirements.Under the overall pattern of deepening reform,perfecting the practical operation of government procurement and raising the awareness of risk prevention are the basic requirements of procurement work.Taking Guangzhou government procurement project as an example,this paper studies the risk management in the bidding process,which is not only conducive to strengthening the bidding management of government procurement,realizing the optimization of resource allocation and efficient control of financial budget,but also conducive to creating a fair and just market environment,promoting anti-corruption and promoting honesty,and promoting the reform of the national financial system.Based on the fact that whether the government procurement project can successfully accomplish the target task depends on the effective risk control,this paper will combine the project management theory with the risk management theory,and apply it to Guangzhou government procurement bidding practice through literature research,case analysis and comprehensive evaluation,following the promotion of "Identification-Assessment-Control".The process explores effective measures for risk management of Guangzhou government procurement project management.Combining my experience in the administrative organs,I hope that through the procurement practice of Guangzhou Municipal Government,I can combine theory with practice,return theory to practice,transform theory from practice,and explore some effective countermeasures to prevent risks.The main content of this paper is through the overview of risk management and the theoretical analysis of the content characteristics and process of government procurement.Taking Guangzhou government procurement project as an example,this paper makes adetailed analysis of the various links of Guangzhou government procurement project.Through risk identification,risk assessment and risk control,risk management countermeasures are mastered.It is suggested that risk control be carried out from three aspects: first,procurement budget,plan,and risk control.Risk control is carried out in the process of demand and approval,and internal control is implemented by combining financial method with control method.Secondly,risk control should be carried out from the compilation of bidding documents,brand restriction should be prohibited and the correct bidding evaluation method should be selected.Thirdly,risk control should be carried out in the bidding evaluation process,including introducing the bidding agency evaluation system,establishing the supervision group of bidding work,establishing the supervision and management group of the bidding evaluation committee to enhance the service professionalism of the bidding agency company;it is suggested that the owners should not participate in the bidding evaluation work,enrich the expert database,and establish the expert evaluation and evaluation system to maintain the independence of the bidding evaluation committee;it is also suggested that the platform supervision should be strengthened and supply established.Improve the management of electronic platform,such as business-oriented electronic information collection database,expanding the list of government procurement projects,etc.
