Study On Precise Poverty Alleviation By Tourism In Xinjiang Agricultural And Pastoral Areas

Development achievements have attracted worldwide attention in China,but poverty is still an urgent problem for us to solve.In 2017,there are still 30.46 million rural poor people under the current poverty standard in China.In 2015,the Central Committee of the Communist Party of China formulated a resolution to win the battle against poverty,so as to ensure that by 2020 all the poor people can be lifted out of poverty(No.34 of China[2015].In order to accomplish the goal and task of poverty alleviation in rural poverty-stricken areas,the national discussion on poverty alleviation has become more and more intense.Under the guidance of Chairman Xi Jinping's"Two Mountains"theory,academia has paid great attention to precise poverty alleviation in tourism^[46].There are many articles on precise poverty alleviation in tourism in China.Although there are some theoretical and practical references to precise poverty alleviation in tourism,the systematic research on this issue is still in the exploratory stage.At present,poverty alleviation work in Xinjiang is constantly advancing,but there are still 27poverty-stricken counties at the national level and 3 poverty-stricken counties at the provincial level in Xinjiang.The phenomenon of"poverty alleviation every year and poverty alleviation every year"has emerged.Therefore,it is urgent to change the way of poverty alleviation and turn the research perspective to"tourism precision poverty alleviation"according to the requirements and methods of"six precision"and"five batches"of Xi Jinping's precise poverty alleviation.This research chooses Xinjiang's agricultural and pastoral areas for research.Firstly,it studies the general situation of precise poverty alleviation in Xinjiang's agricultural and pastoral areas by tourism.Then,based on the data obtained from questionnaires,it constructs an evaluation index system of precise poverty alleviation by tourism from three levels:precise identification,precise assistance and precise management.Then,it uses the method of fuzzy comprehensive evaluation to evaluate tourism precise poverty alleviation in Xinjiang's agricultural and pastoral areas.Poverty alleviation development is evaluated comprehensively,but comprehensive evaluation can only evaluate the current situation of precise poverty alleviation development of tourism in agricultural and pastoral areas on the whole,and it is difficult to excavate its specific promotion path and influencing factors.Therefore,this paper uses structural equation to study the path of precise poverty alleviation development of tourism in agricultural and pastoral areas,and puts forward pertinent suggestions for the whole region's tourism.The implementation of tourism precise poverty alleviation work can refer to the procedures,and promote the goal of tourism precise poverty alleviation to be achieved as soon as possible.Firstly,according to the summary of the present situation of precise poverty alleviation in Xinjiang's agricultural and pastoral areas,it is found that the precise poverty alleviation in Xinjiang's agricultural and pastoral areas is difficult to identify the poverty-causing factors of the poverty-alleviating objects;there is a single main body in precise assistance,the basic conditions of the assistance areas are imperfect,and most of the tourism entities organize assistance projects on a small scale,which makes it difficult to provide more employment opportunities for poor households.There are some problems,such as the weakening of government management function in precise management.Secondly,according to the questionnaire data,through the fuzzy comprehensive evaluation method to evaluate the precise poverty alleviation development of Xinjiang agricultural and pastoral tourism,the precise poverty alleviation evaluation value of Xinjiang agricultural and pastoral tourism is?3.829?.According to the comprehensive evaluation value of tourism precise poverty alleviation of the three regions,the comprehensive evaluation value of northern Xinjiang is the highest?3.866?,followed by Eastern Xinjiang?3.843?,and the comprehensive evaluation value of southern Xinjiang is the lowest?3.776?.The evaluation level can be defined as"strong"correlation,which indicates that the development of tourism can precisely lift poor households out of poverty.However,from the evaluation level,the precise poverty alleviation of tourism in Xinjiang's agricultural and pastoral areas still needs further development.Using the SEM model to further explore the ways to improve the precise poverty alleviation in Xinjiang's agricultural and pastoral areas,through the relationship between potential variables,it shows that if we want to promote the implementation effect of precise poverty alleviation in Xinjiang's agricultural and pastoral areas,we must start from three direct paths:precise identification,precise management and precise assistance to promote its development.According to the relationship between latent variables and observed variables,it is shown that:?1?identification and optimization need to accurately identify poverty alleviation projects;?2?identification and optimization need to accurately identify poor households,and in terms of precise assistance,?1?optimization of tourism precise poverty alleviation needs to improve the satisfaction of the support objects;?2?optimization of precise assistance needs to enhance the confidence of poor households in participation.?3?The optimization of tourism precise poverty alleviation needs the government to strengthen the establishment of relevant training mechanisms;?4?tourism precise poverty alleviation needs to be able to accurately implement support funds,in terms of precise management:?1?the optimization of tourism precise poverty alleviation management needs to strengthen the government's sunshine operation;?2?the optimization of tourism precise poverty alleviation management needs to improve the government's organizational management;?3?the establishment of professional management.To organize and promote the development of tourism entity organizations.From the above analysis,we can see that in order to strengthen the further development of tourism precise poverty alleviation in Xinjiang's agricultural and pastoral areas,we should start from three aspects:identification,assistance and management.In terms of tourism precise poverty alleviation identification,the first is to accurately identify poor households,the second is to accurately identify tourism poverty alleviation projects;in terms of tourism precise poverty alleviation assistance,the first is to strengthen the pertinence of assistance and promote the improvement of assistance.As for satisfaction,the second is to stimulate the role of the main body of the assistance,improve the confidence of the assistance objects,the third is to strengthen infrastructure construction such as transportation in agricultural and pastoral areas,and the fourth is to accurately implement the assistance funds.In terms of precise poverty alleviation management in tourism,the first is to improve the information disclosure system,strengthen the government information disclosure,the second is to send village secretaries to improve the organization and management ability of precise poverty alleviation in tourism at the grass-roots level,and the third is to set up professional management organizations to promote the development of poverty alleviation projects in tourism.
