Study On The Impact Of Non-Tariff Barriers On Chinese Exports To ASEAN And Trade Facilitation Countermeasures

Since China and the Association of Southeast Asian Nations(ASEAN)signed <Framework Agreement of Comprehensive Economic Co-operation> and free-trade zone construction started,the cooperation of China and ASEAN has developed a lot.However,at the time of tariff relief,ASEAN countries take non-tariff measures for China.These barriers are various,concealed and may cause great obstacles on China-ASEAN free-trade zone further development.So,this is a big issue to probe into the influence and status of ASEAN non-tariff barriers.Under the circumstances,Chinese export enterprises how to relief non-tariff barriers is a key point to the trade between China and ASEAN.Based on data of 10 countries from the ASEAN,this paper mainly studies the development of ASEAN non-tariff barriers and the effects on Chinese export.The analysis of the status is the first step,the development of AESAN non-tariff barriers is fast,and has a high frequency;by country,Thailand?Indonesia and Philippines' report number of non-tariff barriers are more than any other country;by category,TBT and SPS are utilized more.Secondly,it is an analysis of the impact of ASEAN Non-tariff Barriers,compared with large enterprises,the smaller has relatively poor risk response capabilities and high response costs,resulting in higher direct losses per year than large enterprises;the electromechanical instrument industry has the largest number of affected enterprises and has bear the heaviest direct export losses and new export costs.Then this paper has used extended gravity model and panel data to discuss the function of ASEAN non-tariff barriers to China,meanwhile study the impact on all kinds of non-tariff barrier.The results show that non-tariff barriers do influence Chinese export,and Technical Barriers to Trade(TBT)and Sanitary and Phytosanitary(SPS)have significant impact.The role of quantity control measures(QC),price control measures(PC),pre-shipment inspection(INSP),and export restrictions(EXP)in ASEAN should not be underestimated,which is different from the rest of the world.At the same time we get the non-tariff barriers in different countries.In order to further alleviate non-tariff barriers and improve the level of trade facilitation,this paper believes that the Chinese government should negotiate with ASEAN and put forward the specific measures for trade facilitation negotiations.
