Research On Poverty Alleviation In Hua County,Henan Province

Poverty is a prominent "short board" in China's current economic and social development.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to poverty alleviation and poverty alleviation.In 2015,the State Council issued the "Decision on Winning the Fight against Poverty",demanding that the rural poor will not be eaten or worn by 2020,compulsory education,basic medical care and housing security will be guaranteed,and China's current standards will be ensured.The poor have achieved poverty alleviation and all the poverty-stricken counties have been removed.The 19 th National Congress of the Communist Party of China further proposed that it is our party's solemn commitment to let the poor and the poor areas join the country in entering a comprehensive well-off society.This fully demonstrates that the state attaches great importance to promoting the poverty alleviation of the rural poor and the removal of all the poverty-stricken counties.Henan Province is China's most populous province and agricultural province,and one of the most difficult provinces in the country for poverty alleviation and development.As a provincial agricultural county and a national poverty-stricken county,Huaxian County declared poverty alleviation in 2017,and it is of great significance to get rid of poverty in Huaxian County.It has demonstration and benchmark value for poverty alleviation in other provinces and even other parts of the country.Therefore,it is of great academic and practical significance to study the poverty alleviation problem in Hua County.This paper takes the poverty alleviation problem of Huaxian County as the research object.Firstly,it defines the connotation of poverty alleviation concept theoretically and discusses the related poverty alleviation theory.Further,based on the in-depth analysis and description of the current situation of poverty alleviation in Huaxian County,it focuses on the problems existing in the process of poverty alleviation in Huaxian County,including the backward rural infrastructure,the weak capacity of enterprises with poverty,the lack of funds for industrial poverty alleviation,and the effect of science and technology promotion.Jia and farmers have been relieved of poverty,and their causes have been analyzed.Based on this,with reference to the experience of poverty alleviation at home and abroad,based on the actual poverty alleviation in Huaxian County.Proposed policy recommendations for improving rural infrastructure construction,deepening the leading enterprises to lead and broaden the sources of poverty alleviation funds,improving the science and technology poverty alleviation support system,and continuing to consolidate and improve the effectiveness of poverty alleviation.
