At present,China's economic development has entered a new normal,scientific and technological progress has become the core element of economic and social development.As one of the mainstays of S&T investment,the government's investment in S&T resources directly affects a country's scientific and technological level and independent innovation capability.Since the accession to the WTO,the scale and total amount of China's fiscal investment in S&T have been increasing,which has promoted the rapid development of economy and society in a way,But we must more focus on the performance level of fiscal investment in science and technology.This thesis first defines the concepts related to scientific and technological investment.After sorting out the existing literature and research,using the theory of public goods,externality theory,market failure theory,and the innovation growth model to analyze the mechanism and transmission mechanism of fiscal science and technology investment.Then,collect and collate relevant data,analyze the scale and structure of China's fiscal science and technology investment in recent years,and summarize the characteristics and existing problems of China's fiscal science and technology investment.On this basis,select representative indicators,use deap2.1 and Matlab software to run the super-efficiency DEA model and perform Malmquist exponential and its decomposition,the relative performance level of S&T input between the whole country and 30 provinces and municipalities is analyzed respectively,and put forward policy recommendations based on the actual situation.The results show that: increasing investment in S&T has promoted economic and social development,but the relative scale and intensity of investment are not sufficient,especially the investment in basic research is seriously inadequate.From 1995 to 2015,there were 15 relatively effective years in the national fiscal investment in science and technology,with an effective rate of 71.43%,indicating that input-output efficiency shows a good trend in recent years.However,there are redundant inputs and insufficient outputs in some years.The performance level of S&T investment between provinces is obvious disparity and fluctuates greatly,and the utilization efficiency of S&T resources is not high.Therefore,we need to optimize the intensity and structure of investment on S&T in the future.Pour more S&T resources into basic research to increase the accumulation of original knowledge.At the same time,we should enhance the conversion work of technological results to improve the level of S&T in China.
