Research On Performance Evaluation Of Fiscal Expenditure On Science And Technology In China

Science and technology innovation is the key factor and leading force of economic development and social progress.In the background of the economic new normal,our country's economy needs to be transformed from factor driven to sci-tech innovation to consolidate the strategic position of science and technology first.Sci-tech development and innovation improvement require a large-scale and constant capital investment,as fiscal expenditure on science and technology is the fundamental drive of sci-tech innovation.The role of fiscal expenditure in science and technology to enhance the level of science and technology,not only depends on the intensity of investment in science and technology,but also depends on the efficiency of investment in science and technology.Researching the performance of China's fiscal expenditure on science and technology can not only improve its efficiency and step up the transformation of science and technology achievements to lay a solid fundation for enhancing the ability o f independent innovation,but also it is the inevitable demand for promoting industrial upgrading,deepening the reform of fanancial system as well as building innovation oriented country.In this paper,based on the existing research,the author first sta rts with the definition of fiscal expenditure on science and technology and analyzes its current situation and its existing problems.Secondly,to solve its problems and improve its performance,according to the construction of performance evaluation index system,the author sets index systems respectively on its economic performance and output performance.Thirdly,the author does empinical research depending on index data.The empinical research includes two parts,namely,using co-integration theory to research economic performance on science and technology and using data envelopment analysis to research China's direct and indirect output performance on science and technology.Lastly,to improve the performance of fiscal expenditure on science and technology,this paper provides some improving measures on the basis of the conclusion of the empirical study.Specifically including: Improving the mechanism of the steady growth of fiscal expenditure of science and technology;making fiscal expenditure on science and technology play the leading and guiding role;optimizing the investment structure of China's fiscal expenditure;improving the conversion efficiency of scientific and technological innovation in C hina and perfecting the supervision mechanism of China's fiscal expenditure on science and technology.
