The Research On Performance Evaluation Of Fiscal Expenditure On Science And Technology In Jiangsu

With the continuous advancement of innovative national strategy,science and technology play an increasingly significant role and contribution in China's economic and social development.Sustainable development of science and technology needs strong financial support,and financial expenditure on science and technology is one of the main sources of funds.The scale of fiscal expenditure on science and technology in a region depends not only on the government's attention to science and technology,but also on the level of economic development in the region.With the limited scale of financial expenditure on science and technology,improving the efficiency of financial expenditure on science and technology has become an important means to promote the development of science and technology.Under this background,the performance evaluation of fiscal expenditure on science and technology has become an important issue to be solved urgently,which has very important theoretical and practical significance.This paper takes the performance evaluation of Jiangsu Province's fiscal expenditure on science and technology as the research object.Firstly,it summarizes the research results of the performance evaluation of fiscal expenditure on science and technology through combing the relevant literature at home and abroad;secondly,it analyses the current situation of fiscal expenditure on science and technology in Jiangsu Province from the perspective of the scale and structure of fiscal expenditure on science and technology;thirdly,following the principles of operability etc,it constructs the economic performance and output performance of fiscal expenditure on science and technology in Jiangsu Province;Then,on the one hand,the economic performance of fiscal expenditure on science and technology in Jiangsu Province is explored by using quantitative methods such as co-integration test,on the other hand,the direct and indirect output performance of fiscal expenditure on science and technology in Jiangsu Province are measured by DEA model;finally,combined with the empirical analysis results,the paper aims at how to improve the performance level of fiscal expenditure on science and technology in Jiangsu Province,putting forward five aspects of policy recommendation:ensure the scale of financial expenditure on science and technology;optimize the structure of financial expenditure on science and technology;transform government functions in scientific and technological activities;strengthen the training of scientific and technological personnel;improve the management of financial expenditure on science and technology.
