Research On The Satisfaction Of The Basic Endowment Insurance For Urban And Rural Residents

In recent years,China has made great achievements in the reform of social pension insurance,especially the implementation of the basic endowment insurance for urban and rural residents since 2014.With the coverage of the population,the number of participants,and the scale of the fund being expand,the population who has participated the basic endowment insurance for urban and rural residents reached 51.255 million at the end of 2017.At the same time,the total number of people participating in pension insurance in China exceeded 900 million,and the participation rate reached more than 85%,which can rank first in the world.In 2010,Hu'yi district(being named Hu district formerly)became one of the second batch new rural social endowment insurance units in Shaanxi Province piloted by the State Council.In 2014,the merger between the new rural endowment insurance and the urban endowment insurance was successfully completed.After years of continuous exploration and practice,the basic endowment insurance for urban and rural residents has currently gone in stable condition,achieving high satisfaction rate from the insured personnel.The author aimed to promote the implementation of the basic endowment insurance for urban and rural residents in the Hu'yi district steadily,improve the coverage and number of participant furtherly,grasp the satisfaction of the insured personnel effectively,and provide support for the next decision.According to the actual situation of his job,the author looked up literature data extensively,consulted a few experts and investigated the satisfaction of the insured personnel in Hu'yi district by case analysis and questionnaire survey.The problems in the implementation of the basic endowment insurance for urban and rural residents in Hu'yi district were put forward as follow: 1.Legislative issues;2.Human,financial and material allocation;3.Low payment level;4.Communicative and coordinative issues among relevant departments;5.Financial institutions' attitude;6.Policy promotion and interpretation.On the basis of these problems,the satisfaction rating system of the basic endowment insurance for urban and rural residents was found from 14 indicators and four dimensions which contained policies,the district-level handling agency,the subordinate agencies and the financial service organization.At the same time,the CSI was established according to the scoring of the questionnaire.In the light of the index and the model,the satisfaction rate of the basic endowment insurance for urban and rural residents in Hu'yi district was 3.22.Finally,the countermeasures and suggestions to improve the satisfaction of the insured personnel were put forward.1.Continuously improve the policies of the basic endowment insurance for urban and rural residents;2.Further exert the up-and-down role as “bridge” uploaded by the grassroots government;3.Endlessly raise the consciousness of old-age care for the urban and rural residents;4.Indeed enrich the coordination of communication channels among various business units.
