Research On The Motivation Of Farmer Specialized Cooperatives To Develop The Integration Of Three Industries

In his report to the Nineteenth National Congress,Comrade Xi Jinping pointed out that in implementing the strategy of rural revitalization,the problem of agricultural and rural farmers is a fundamental issue concerning the national economy and people's livelihood,and it must always be the top priority of the Party's work to solve the problem of "agriculture,countryside and farmers".As the main force of building a new type of management system in rural areas of our country,farmers' professional cooperatives mainly provide information,technology,sales and processing services to farmers through linking farmers with the market,thus promoting agricultural development,increasing farmers' income and rural prosperity.However,with the rapid development of farmers' professional cooperatives,a series of problems emerged in the process of their development,such as the weak strength of the cooperatives themselves,the irregular internal operation,the single business operation,etc.How to formulate the future development strategy of farmers' professional cooperatives and how to give full play to their driving role in rural economic development,the state has issued relevant laws and regulations from the policy level to solve this problem.On January 4,2016,the General Office of the State Council issued the Guiding Opinions on Promoting the Integration of Rural One,Two and Three Industries,which shows that the development of the integration of the three industries has obtained the top-level design of the country,and puts forward the driving role of promoting the development of the integration of the three industries by the new business entities.However,at present,the degree of integration of the three industries in the development of farmers' professional cooperatives is relatively low.Therefore,exploring the influencing factors and motivations of the integration of the three industries in the development of farmers' professional cooperatives is not only the practical need of the stron of three industries.Influencing factors,external environmental factoategy of rural revitalization,but also the theoretical enrichment of the two aspects of farmers' professional cooperatives and the integration of the three industries in the countryside.This paper investigates the farmers' professional cooperatives in Shanghai,Anhui,Jiangsu and other places,and interviews the president and members of the cooperatives in depth.Using the grounded theory research method,this paper carries on the open coding,selective coding and extracts the related categories.A total of 201 original concepts,21 categories and 5 main categories are obtained.It concludes that the development of farmers' professional cooperatives is affected by the integratirs are institutional and technological factors,market factors,social environmental factors,internal environmental factors are cognitive factors and development characteristics factors;then,the factors and their mechanism,development status are analyzed respectively,and then explore whether the current development of China's farmers' professional cooperatives in the integration of the three sectors of the motivation,to promote the development of the integration of the three sectors of the cooperatives.The motivation is: policy orientation,market demand,exemplary role and economic interests,while the reasons why cooperatives do not develop the integration of the three industries are: policy constraints,market competition,infrastructure construction,internal development characteristics,awareness,and at the same time explore the future development and improvement direction of each factor;on the basis of the analysis and summary of the previous,how to promote the integration of the three industries in the development of farmers' professional cooperatives is discussed.It is suggested that the government should refine the direction of policy,establish a perfect system of policies and regulations,implement the annual inspection system of cooperatives,construct a reasonable access and elimination mechanism,strengthen propaganda,training and experience promotion by the competent government departments,and strengthen internal management,standardize development,attach importance to education and training,and absorb advanced ideas in self-construction of cooperatives,aiming at the professional cooperation of farmers in China.In order to promote the development of farmers' professional cooperatives and rural economy,this paper puts forward the future development path of farmers' professional cooperatives in China.
