A Study On The Fiscal Anti-poverty In Yi Autonomous Prefecture Of Liangshan

Eliminating poverty and promoting regional economic development are major challenges in the course of mankind.China is a developing country with the largest population in the world.Its weak economic foundation in the early stage has led to unbalanced regional development in the later stage.After the reform,with the implementation of a series of poverty alleviation plans,the rural poor population has been greatly reduced,and the incidence of poverty has also been significantly reduced.However,China is still in the primary stage of socialism and will remain so for a long time,and the root cause of the problems restricting the further development of the poor areas still exists.The year 2019 is crucial for us to lay a solid foundation for winning the battle against poverty in an all-round way.In this year,how to completely eradicate poverty and achieve overall poverty alleviation,especially in contiguous areas with special difficulties,is a huge challenge for us to overcome poverty.Yi Autonomous Prefecture of Liangshan,located in the southwest of Sichuan province,is the largest concentration of Yi people in China.It has long been known as one of the most difficult "tough bones" to achieve the comprehensive construction of a well-off society in the entire western region due to its wide and deep poverty area.By the end of 2017,there were still 497,700 poor people in Liangshan prefecture,with a poverty rate of 11.03%.This paper mainly adopts the research methods of field investigation and interview,literature review and questionnaire survey,qualitative analysis,empirical analysis and normative analysis.On the basis of summarizing the existing research literature and relevant theories,the theoretical framework of this paper is established.Secondly,based on the data collected through summer visiting,this paper analyzes the causes of poverty in Yi Autonomous Prefecture of Liangshan from four aspects,including natural environment,economic infrastructure,public facilities and ideology,etc.Then,the logistic model was built to further analyze the questionnaire survey data,and it was determined that the head of household’s education level,the number of family’s labor force,the number of minor children and whether the household was in a dangerous house had a significant impact on poverty.At the same time,the author reviews the six stages of financial anti-poverty in Yi Autonomous Prefecture of Liangshan and points out the existing problems.According to the present situation of the poor and the results of empirical analysis and the difficulty of finance anti-poverty,from two aspects of policy subject and content and so on is proposed to promote fiscal anti-poverty overall train of thought,Yi Autonomous Prefecture of Liangshan for the perfection of social security and tax system and the source of funding,management and to several parts systemic suggestions are put forward.
