Quantitative Study On Policy Texts Of China's Intellectual Property Strategy

Intellectual property has been the core element of national competitiveness.General Secretary Xi Jinping emphasized that strict protection of intellectual property is the most important content for improving the system of property rights protection.At present,China has not yet formed a complete intellectual property strategy system.Intellectual property strategy is implemented by many policies,and its application and results are relatively weak.Therefore,the policy system formed under the guidance of intellectual property strategy is an indispensable part of improving the intellectual property system.The state has paid enough attention to intellectual property,gradually rising to a strategic level,becoming an indispensable part of national innovation.The article combs the strategic system of intellectual property from four dimensions of intellectual property creation,application,protection and management.Extracting the basic situation in the process of implementing the strategy,the dimension of creation and application is the weakest.In addition,the text depth representation model is used to quantify the policy tools.The text match among the national intellectual property programmatic documents,the national intellectual property strategy promotion plan and the local intellectual property strategy documents.The theme,targets and policy tools of the annual and local promotion strategies extracted from the programmatic policy texts are obtained.The results are as follows: From the analysis of the theme of intellectual property strategy,the theme of national intellectual property strategy is similar to that of annual and local intellectual property strategy.It focuses on independent intellectual property,intellectual property issues in key areas of the country,intellectual property service system and international strategy of intellectual property.The local intellectual property strategy also focuses on regional intellectual property.From the analysis of the strategic targets of intellectual property,the similarity between the annual and local strategic target is very high,which reflects that some regions copy the national strategic targets of intellectual property,and fail to better integrate local characteristics to formulate goals.From the analysis of the implementation of the National Intellectual Property Strategy,the policy progress of the three programmatic strategic documents,such as the document issued by the State Council(NO.[2008]18)is stable.More than 90% of the guiding policy instruments and the matching degree of each year's policy instruments are concentrated in the [-5,5] range.In the annual intellectual property strategic plan,the key policy tools of high matching degree include strengthening the judicial protection of intellectual property,actively participating in international intellectual property cooperation and exchange,effectively promoting intellectual property in emerging key industries.The policy tools of low matching degree mainly focus on the training of intellectual property professionals and the construction of relevant bases,the pilot construction of intellectual property,trademarks,etc.Examination and trial business system construction,geographical indications and industrialization of new plant varieties,technology achievements transformation promotion platform construction,etc.In the local intellectual property strategy,according to the text similarity,some policy tools with local characteristics are selected from the Outline of Local Intellectual Property Rights and the Plan of Intellectual Property Powerful Province.Among them,Hunan Province mobilizes universities and Party schools at all levels(administrative colleges)to actively train intellectual property talents.Hebei Province properly handles the intellectual property issues involved in international trade and deepens international cooperation in intellectual property projects.Guangxi Province has made great efforts to innovate its system,mechanism and policy by means of strengthening the management of intellectual property rights.Jiangxi Province develops intellectual property of new energy automobile and power battery industry.Fujian Province has implemented brand strategy to create brand-name effect and encouraged universities to strengthen the discipline construction of intellectual property.Inner Mongolia Autonomous Region regards intellectual property rights as an index system to evaluate innovation-driven development.Hainan Province will upgrade its basic capacity of intellectual property rights and enhance its ability to use intellectual property.Xinjiang Autonomous Region takes the action of "Qing Feng" as the main task,and strengthens border enforcement of intellectual property.Beijing insists on innovating the management mechanism of intellectual property in Institutions of higher learning and scientific research institutes,and pushes forward the progress of the establishment of intellectual property transfer and transformation institutions.At the same time,we will promote the steady progress of intellectual property protection in the 2022 Winter Olympic Games.
