Research On Fiscal Poverty Alleviation In Rural Areas Of DT City

Poverty is a common social phenomenon of our country and all over the world.The urban-rural economic disparity appearing in the development process of our country causes the rural poverty problem to become the main problem in social and economic development processes of our country.This paper takes DT city as the example and gets the conclusion that 94.8% of poverty stricken population live in rural areas.Therefore,solving the poverty problem and preventing rural population from poverty is one of the important problems needing to be solved by our government.Rural poverty alleviation can not only help poverty stricken population in rural areas to escape from poverty as soon as possible but also can be helpful for establishing new socialist countryside with economic prosperity,and realize social and economic development.In our country,the government is the subject of poverty alleviation work,which occupies an absolutely leading position in poverty alleviation policy capital or poverty alleviation capital investment.Therefore,it is of great significance for social development and progress to give play to the government's function of rural poverty alleviation and enhance the rural poverty alleviation capital usage rate.This paper takes financial poverty alleviation work in rural areas of DT city as research object,targets at the registered rural population,adopts the methods of literature collection,theoretical research,field investigation and statistical analysis to analyze the current situation of domestic and overseas researches on poverty alleviation and development,expound some concepts and theories related to rural poverty alleviation and development,introduce the current situation of financial poverty alleviation in rural areas of DT city and conduct detailed analysis on the investigation result of financial poverty alleviation and development in DT city.The analysis result shows that though the financial poverty alleviation and development in rural areas of DT city has obtained some achievements,there still exists with some problems,such as insufficient total scale of financial poverty alleviation capital,unreasonable poverty alleviation capital expenditure structure,unsteady basic work for targeted poverty alleviation,slow development speed of industrial poverty alleviation,multiple management and fragmented responsibilities of poverty alleviation units and insufficient social participation.Aiming at the found problems,this paper provides reasonable suggestions to perfect the financial poverty alleviation work in rural areas of DT city and offer references for poverty alleviation and development work in other areas.
