The completion of a well-to-do society in 2020 will be a "military order" under the party."Army" has no joke.Only two more years left until 2020.How can 30 million poor people be effectively subsumed? Only by tracing the roots,focusing on the deep-rooted poverty-stricken areas,helping the poor to the root,sticking to the combination of poverty alleviation and volunteerism,and inspiring the poverty-stricken people ' s internal poverty-reducing motive force,in November 2017,the China Affairs Office and the State Council issued “About Supporting Poverty-Rich Areas Out of Poverty”."Implementation Opinions on Offensive Deterrence" made a full deployment of poverty alleviation work in deep and impoverished areas,and clearly pointed out that in order to win the fight against poverty in deep and impoverished areas,we must continue to give play to our political and institutional advantages and give play to the initiative and creativity of poor people in poverty-stricken areas [The Communist Party of China] Central Office,General Office of the State Council: Implementing Opinions on Supporting Poverty-Stricken Areas in Poverty Alleviation,November 2017.].If you don't know what to do,if there is nothing you can do in the world and you win the fight against poverty,you must pay off the bills owed by the peasants' ambitions and wisdom in poverty-stricken areas,realize the spirit of poverty alleviation,make up for the shortcomings of the spirit,and go out of“economic depression” with “spiritual heights”.Studying the “spiritual elimination of poverty”by farmers in poverty-stricken areas is not only an objective requirement for the realization of a well-off society in an all-round way,but also an inevitable requirement for leading a new era and realizing the strategy for rejuvenating the countryside.Based on the results of previous researches,this article focuses on the issue of “going out of poverty ” among farmers in poverty-stricken areas in the context of building a well-to-do society.It uses some of the most representative villages in Ya'an as an example to conduct empirical investigations,and according to the results of the survey,it obtains information for some villages.The experiences and existing problems are summed up and considered.It is hoped that they can provide some reference for the work of farmers in poverty-stricken areas in the view of fully building a well-off society.The research content is divided into five parts:The first part(Chapter 1)elaborates on the reasons and significance of the topic,thestatus quo of the research,the objectives of the research,the methods and means of the research,and the innovation of the research.This will be the guide to determine the writing framework and ideas.The second part(Chapter 2)is mainly related to the comprehensive development of the well-to-do society development context and the poverty-stricken area farmers' “spirit out of poverty” related overview.It includes sorting out the overall well-to-do level,building a well-to-do society in an all-round way,and building a well-off society in an all-round way,defining the concepts of“peasant”,“spiritual poverty”and“spirit out of poverty”,and the status of “spirit out of poverty” in building an overall well-to-do society.And function.The third part(Chapter 3)is mainly an empirical study of the spirit of rural farmers in Ya'an City.The first is to explain the achievements made by farmers in poverty-stricken areas in “spirit out of poverty”;the second is to find out problems in the subjective consciousness and external objective conditions of poverty in farmers in poverty-stricken areas and sort out the problems existing in external objective conditions;Third,there is a problem of “spirit out of poverty”.Multidimensional analysis.The fourth part(chapter 4)is mainly to put forward the countermeasures and suggestions for the“spirit out of poverty”of farmers in poverty-stricken areas.First of all,it is necessary to enhance the scientific and cultural quality and ethical quality of farmers in impoverished areas,and stimulate endogenous power;Second,optimize the allocation of educational and cultural resources in poverty-stricken areas,build a poverty alleviation platform for production,learning,and research;select the right team for poverty alleviation;and finally,establish a mechanism for precision poverty alleviation.The “spirit out of poverty”will be included in the precision poverty alleviation system,and the measures for spiritual poverty alleviation and material poverty alleviation will be implemented simultaneously.The fifth part(chapter 5)concludes with a summary of the research on the “spiritual expulsion from poverty” of farmers in poverty-stricken areas in the new situation,and summarizes the full text and looks into the future.
