Research On Operating Mechanism Of Innovative Functional Platform In Shanghai

In May 2015,the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government formulated the "Opinions on Speeding up the Construction of a Science and Technology Innovation Center with Global Influence"(Article 22 for short)and a series of supporting policies.Shanghai Science and Technology The innovative "Four Bears and Eight Pillars" focuses on four aspects.The second important aspect is the construction of some major innovative functional platforms.It is a urgent requirement that Shanghai has to push for building innovative functional platforms.This strategy follows the trend of scientific and technological revolution,obeys the strategic needs of the country and leads knowledge innovation,and it also bears the demand for building a global science and technology center of Shanghai.The innovative functional platform has shown its vitality in technological innovation,transformation of scientific and technological achievements,and encouragement of innovative talents and incubation of science and technology enterprises.It is becoming an increasingly important focal point for the reform and innovation in science and technology in Shanghai and in China.However,the theoretical researches on innovative functional platforms are still in its elementary stage which could not match the standard of practice requirements.There is little research on the management system and operational mechanism theory of innovative functional platform and it is urgent to strengthen the theoretical research on the innovative functional platform.Therefore,this paper mainly studies and analyzes in several aspects:(1)This paper makes a deep research on the basic theory of innovative functional platform,not only to explain the definition of innovative functional platform,but also to systematically study the elements,functions and platform classification of innovative functional platform.The dissertation divides the functional elements of innovation into nine categories from the innovation chain to the entrepreneurial chain.According to the project cycle,the functions of theplatform are divided into six types.According to the driving mechanism,the innovation functional platform is divided into three categories from the perspective of science and technology research.(2)Based on the theoretical basis of the research on innovative functional platform,the author mainly compares the typical cases of Shanghai innovative functional platform with other research and development service platforms and analyzes the advantages and disadvantages of the operation of innovative functional platform in Shanghai.On the typical case of Shanghai graphene industry technical function Type platform for the current status of the operation as a key research,through the use of grounded theory,evolutionary game theory graphene platform in Shanghai,the scope of the internal balance of research from the macro and micro levels of innovative functional platform operating mechanism(3)Based on the "three-layer and three-dimensional" perspective,the operational mechanism of Shanghai innovative functional platform was constructed from the three levels of governance layer,operation layer and feedback layer,and a scientific and complete functional platform mechanism framework of innovative functions was established.At the same time,according to the theoretical basis and the research results,this paper puts forward some countermeasures and suggestions on how to optimize the operational mechanism of Shanghai innovative functional platform from the perspective of the platform and the government.
