Countermeasure Research Of Shenzhen Innovation Relay Center

Science and technology service industry is the high-end field of modern service industry,which is a new industry classification that formed under the trend of today’s industrial division of labor and industry integration.The science and technology service industry is the industry which provides knowledge and technical services to the society.It has the characteristics of intelligence intensive,high science and technology content,high added value and high influence of radiation.As a form of science and technology service,"Innovation Relay Center(IRC)" is originated from Europe Union(EU),which is a professional intermediary platform providing science and technology service.The center aims to solve the problems encountered in the development of innovation for the startup teams and the medium-sized and small enterprises(SMEs)by improving the technology transfer network,and exploring enterprise technology innovation needs.Innovation is very critical to the startup teams and SMEs,enterprises without innovation will demise.However,the development of IRC in our country is still in the initial stage,there is still some way to go compared with the EU.Taking EU IRC for comparison,this paper analyzes the development status of the domestic IRC,especially the Shenzhen Innovation Relay Center(SZIRC)by the way of combining document research with action research.Taking SZIRC as the research object,the author collects related information and date from the center by interviewing with the executive,to find the problems encountered in the construction process and makes a detailed analysis of the internal and external environment of the center with PEST-SWOT method,which is providing a basis for the countermeasure selection.This study found that,SZIRC has changed from the original idea into reality after several years of development,and has achieved some success so far.However,it also faces some outstanding problems and difficulties.Base on deeply study,the author proposes some relevant improved steps including IRC operation mode,management system,human resource allocation and performance evaluation,and also prospects the future development direction of the SZIRC.
