Hanyuan County is a provincial impoverished county in Sichuan province,and the local government has realized that developing the tourism has a positiveinfluence on the local economy, hence promotion of tourism poverty alleviation hasbeen one of outlets for overcoming poverty and becoming better off in HanyuanCounty.In the paper, the author firstly introduces the background and significance oftourism poverty alleviation, compares with and analyzes studying issues on tourismpoverty alleviation at home and abroad. And then she presents relative concepts ontourism poverty alleviation, and points out clearly the meaning, functions, andconditions of tourism poverty alleviation as well as the relative theoretical basesapplied in the paper. In addition, the author takes Hanyuan County as an example toanalyze the backgrounds and conditions of developing tourism poverty alleviation inHanyuan County. On the basis of specific conditions of Hanyuan County, sheproposes the development strategy of tourism poverty alleviation, determines theobject of developing poverty alleviation and developing line, and puts forward anuntied strategy, that is, combination government as the leading role, community as theparticipant, and market as the operating function with regional integration. Finally, she presents development strategies of tourism poverty alleviation in Hanyuan County,including benefit mechanisms for impoverished people, systems of tourism povertyalleviation allowances, development of tourism products with unique features, all ofwhich will guarantee the plan of tourism poverty alleviation in Hanyuan County intopractice.The object of tourism poverty alleviation is helping the local people cast offpoverty and achieve prosperity, so the benefits for impoverished people have beenbrought to important attention. The effects of Hanyuan County’s tourism povertyalleviation depend on participating abilities and degrees of impoverished people in thepractical operation of developing tourism. Only when benefit mechanism forimpoverished people are fully and accurately applied can the basic object of tourismpoverty alleviation be realized.
