As more and more regions focus on innovative development strategies and high-quality economic growth,cross-regional flows of innovation elements represented by R&D personnel and R&D capital are becoming more frequent,and the importance of total factor productivity is becoming increasingly prominent..Frontier research examined the impact of innovation factors on total factor productivity,starting with changes in the number of inputs and their structure,ignoring the impact of innovation factor flows on total factor productivity.Thus,based on the spatial effect,this paper studies the impact of the flow of innovation elements on total factor productivity.First of all,this paper independently constructs R&D personnel and R&D capital flow scale indicators to measure the flow of innovation factors,and obtains data on the flow of innovation factors in 30 provinces in China from 2001 to 2016,and finds that R&D personnel in the innovation elements mainly flow from the Midwest.In the eastern region,R&D capital flows mainly from the east to the central and western regions.The total factor productivity of 30 provinces in China from 2001 to 2016 was estimated by DEA-Malmquist method.It was found that the total factor productivity of each province in China increased year by year,and the spatial correlation was tested by Moran's I index.The test results show that there is a spatial positive correlation between provincial total factor productivity in China during the sample period.Secondly,using the panel data of 30 provinces in China from 2001 to 2016,using panel data model and spatial SDM model,the paper analyzes the impact of innovation factor flow on total factor productivity and examines its spatial spillover effect.The empirical results show that at the national level,the cross-regional flow of innovation elements can not only significantly improve the total factor productivity of the province,but also increase the total factor productivity of neighboring provinces through spatial spillover effects.From the perspective of the three major regions,the inflow of R&D capital in the western region has significantly increased the total factor productivity of the region,and the spatial spillover effect of the flow of innovative factors still exists in the eastern and central regions.After replacing the spatial weight matrix and key explanatory variables,the research results are still robust and reliable.Finally,this paper proposes relevant policy recommendations: local governments should consider the linkages with economic activities in the surrounding areas while promoting economic benefits in the region,promote inter-regional economic cooperation,scientifically and rationally formulate innovative factor mobility policies,and promote innovation factors.In the free flow between regions,actively carry out innovative cooperation with neighboring regions,fully release the spatial spillover effect in the flow of innovative factors,thereby optimizing the regional allocation of innovative resources and realizing the further improvement of China's overall total factor productivity.
