The phenomenon of poor households "Waiting for,relying on and asking for reliefs"(short for WRA in the below)in the field of poverty alleviation is undoubtedly a negative social phenomenon,which is reluctant to be seen by the local government and it deviates from the original intention of poverty alleviation policy design.Guided by Xi Jinping's Thought of Socialism with Chinese Characteristics in the New Era,upon fully affirming the effectiveness of the current poverty alleviation policy and poverty alleviation work,to study the formation mechanism and countermeasures of this phenomenon is of theoretical value and practical significance for enhancing the efficiency of poverty alleviation and consolidating the achievements of poverty eradication.Especially at the moment of sprinting to build a well-off society,this research is particularly necessary and imperative.In the process of poverty alleviation,the phenomenon of WRA by poor households gradually emerged and spread,and the government officials and rural cadres reflected strongly on it.Before eradicating poverty and taking off the poverty label,D Town's poverty alleviation work was the central work of the township.The township was under tremendous pressure from the examination of superiors,one vote rejection,the poverty alleviation competition of the township governments at the same level and the continuous appeal of the masses.The effectiveness of poverty alleviation work directly affected the political future and economic interests of the main officials of the township government.On the other hand,because of their laziness and lack of initiative,or because of their dependence on help and resources,or because of social,cultural and other reasons,there are various phenomena of WRA.The emergence of the phenomenon of WRA is not isolated,but has its specific logic and existence basis for its formation and development.It is the product of the interaction of government behavior,poor households themselves,social and cultural environment;it's the result of the rational choice of the government and poor households,and also a phenomenon in the process of social and economic development as well as rural social transformation.Therefore,in order to eliminate the phenomenon of WRA,and finally achieve poor households to eradicate poverty,we should strengthen the motivation of the needy households,stimulate their fighting spirit,build up their confidence and enhance their ability to get rid of poverty and by increasing the strength of education,improving the way of support,promoting participatory poverty alleviation and improving the ability of the needy people.
