Study On The Problems And Countermeasures Of Rural Financial Poverty Alleviation In Dongguan City

Poverty Alleviation is the key step of China’s overall victory in building a moderately prosperous society,how to give full play to the financial support to the development of rural development importance role,is the focus of government and scholars in this paper,the choice of Dongguan as a second tier city as takting the object of rural relative poverty as the main body of research,analysis the Optimization of Rural Financial Poverty Alleviation Policies.The paper focuses on the operation mechanism,policy evolution,work measures and work effectiveness of financial poverty alleviation in Dongguan,analysis of the financial poverty alleviation in Dongguan constraints.At present,there are problems in financial poverty alleviation in Dongguan,including that as the fiscal interest rate is slow、poverty alleviation targets have difficulty in repaying loans 、 The income from poverty alleviation investment is not ideal、Financial institutions do not provide enough assistance、Agricultural financial credit support has not been fully realized、Rural financial service institutions and products are insufficient.This paper sorts out and analyzes the three factors: the ideological and conceptual factors of the main body of poverty alleviation,the external institutional mechanism factors and the internal coordination and supervision factors,and believed that the profit-seeking nature of financial institutions leads to insufficient attention to poverty alleviation work,the government pays insufficient attention to mobilizing the financial system to participate in poverty alleviation work,the rural poor households have a weak sense of financial awareness and active poverty alleviation,and the financial reforms have led to the weakening and lack of policy-based banking support functions.The agricultural insurance system and the guarantee system are not perfect,the institutional reasons lead to insufficient innovation motivation of financial institutions,insufficient coordination of financial poverty alleviation system,lack of strict control over the formulation of financial poverty alleviation policies,and insufficientsupervision and evaluation of policy implementation,is the main reason for restricting the development of financial poverty alleviation in Dongguan.Aiming at the problems of financial poverty alleviation in Dongguan,this paper focuses on constructing a relatively complete financial poverty alleviation system.This article thinks after the reference domestic and foreign finance helps the poor experience,that,under the present condition of urban and rural economic structure,the government,with its limited financial and human resources,cannot support a large population out of poverty,only through financial institutions to build a free poverty alleviation system,but also can not realize the financial poverty alleviation policy to the countryside.It is necessary to establish a perfect rural financial system through the combination of government-led poverty alleviation and finance-led poverty alleviation.This paper puts forward that,we should continue to innovate financial products and services for poverty alleviation,optimize the formulation of fiscal、taxation and financial policies,strengthen organizational support and examination and supervision,improve the ability of poor groups to lift themselves out of poverty,in order to effectively play the role of policy guidance and incentives、form synergy of financial poverty alleviation work,then build the sustainable development of rural financial poverty alleviation system.
