Hgc Based On The Balanced Scorecard Performance Management System Design

With the liberalization of natural gas downstream industry to foreign capital markets and private enterprises, the industry competition increasingly fierces, which brings the competitiveness of the enterprises and the overall performance to higher and higher demands.As a regional natural gas downstream operations company, HGC company is facing new challegens. To restructure stratagem and upgrade management ability is imperative. Performance management is an important safeguard of HGC company to improve the modern enterprise management mechanisms and achieve the sustainable development. HGC company urgently needs to change the traditional performance management methods, and establish strategic direction of performance management system.In this paper, the author first analyses the theory of performance management and the shortcomings of HGC company performance management system. According to the company strategic development needs, the author proposes the establishment of the performance management system based on the Balanced Scorecard.Using the Balanced Scorecard and key performance indicators methods,the author establishs the company, departments, and individual-level KPI Index System, decomposes and implements strategic objectives to all levels within the company .The author uses decomposition of performance objectives and job analysis to establish appraisal standards, and uses the "moon map" method to determine the weights of the index to establish clear focus of the assessment.To establish more operational performance management programme, the author designs the key to the methods and processes of programmes implementation. At last, the author puts forward specific protection measures and proposals for the effective implementation of HGC company performance programme.
