Research On Performance Evaluation Of National Technology Business Incubator Based On DEA Model

In 1987,China's first technology business incubator was born.For more than 30 years,the technology business incubator has played an important role in implementing relevant national innovation and entrepreneurship policies,connecting innovative resources,supporting innovation subjects.It has promoted high-level employment and cultivated a large number of outstanding enterprises and entrepreneurs,and has developed into an important part of the country's implementation of innovation-driven development strategies.Based on the research status of technology business incubator,relevant theoretical analysis,definition of performance concept and national science and technology business incubator certification standards,and on the basis of the development status of technology business incubators,this paper proposes that the number of incubators is unevenly distributed,the development gap of the incubator area is obvious,the proportion of excellent incubators is small,the service capacity of incubators is weak,and the performance evaluation of incubators is not perfect.21 incubator performance influencing factors are selected for principal component analysis,and the national incubator comprehensive evaluation score is calculated.Then the coefficient of variation was used to set the weights of the indicators.According to the relevant factors of influencing factors of incubator performance,the results of principal component analysis of performance influencing factors and the importance of indicators,considering the availability and accuracy of indicators,from the perspective of input and output,construct a performance evaluation index system for technology business incubators,including six secondary indicators of human resources,financial resources,infrastructure,economic benefits,social benefits and incubation benefits,and 10 three-level indicators.This paper adopts the input-oriented BCC model and the ultra-efficient DEA model to carry out horizontal analysis and evaluation of the performance level of national-level technology business incubators in30 provinces and cities,and then evaluates the operational efficiency of national-level technology business incubators from a vertical perspective.Finally,the measures for improving the performance of technology business incubators are proposed: optimize internal and external resource allocation and promote regional coordinated development;establish project screening mechanism to improve business incubation process;build business incubation service system,improve incubation quality and efficiency;improve project investment and financing coverage Rate,promote the integration of investment incubation;strengthen government policy guidance and support,and create a good atmosphere for innovation and entrepreneurship;improve the performance evaluation of incubators,and build a growth evaluation system for incubators.
