Value Assessment Of Yuhuangshan National Forest Park

On September 23,2015,the "Overall Plan for the Reform of Ecological Civilization System" was officially issued.The CPC Central Committee and the State Council put forward new requirements for China's ecological civilization construction,clearly pointing out that it is necessary to conduct natural resource departure audits and establish ecological environment damage for leading cadres.Investigating the system,we must actively explore the preparation of natural resources balance sheet,and take the lead in the preparation of the natural resources balance sheet in five cities such as Huzhou City,Zhejiang Province.At the same time,the 2018 government work report also depicts a beautiful blueprint for a sound ecological civilization system in the next five years,indicating new trends in ecological construction from different levels.These provide room for development of the valuation of natural resource assets,indicating that natural resource asset assessment will be an important assessment.Forest resources are an important part of natural resources and play an important role in national ecological management and ecological function regulation.Scientific and reasonable evaluation of the value of forest resources is the basis for compiling the balance sheet of forest resources.However,the current assessment of the value of forest resources has the problems of lack of management system,basic theory of valuation and imperfect standard system.Therefore,how to establish and improve the forest resource value assessment account is an urgent problem to be solved.Based on the combing of related literatures,based on the theory of natural resource values and the theory of sustainable development,according to the relevant requirements of China's natural resources assets and liabilities,combined with the Millennium Ecosystem Assessment(MA)and SEEA-2012 framework,forest resources were constructed.Evaluation account.The account includes both physical(physical)resources in physical form and intangible(ecological)resources in physical form.On this basis,taking the Yuhuangshan National Forest Park as an example,the value of forest resources was evaluated with the help of the Yuhuangshan National Forest Park resource assessment account.The construction and practical application of the account not only expand the forest resource value assessment system,but also to some extent,the breakthrough and innovation of the traditional management concept and management system of forest resources.In addition,it will help Yuhuangshan National Forest Park to make scientific and reasonable development decisions based on this account,so as to give full play to the national forest park's maximum benefits.This paper divides the asset value of Yuhuangshan National Forest Park into tangible(material)value and intangible(ecological)value.Tangible(material)value includes forest value and forest land value;intangible(ecological)value is divided into supply service value,adjustment service value,cultural service value and support service value,and adjust according to the specific conditions of Yuhuangshan Forest Park.The value of conservation soil in service,the value of water conservation,the value of carbon sequestration and the value of air purification,and the value of landscape recreation in cultural services were evaluated.The assessment results show that the total value of forest resources in Yuhuangshan National Forest Park is 1,254,812,400 yuan,of which the total value of tangible(material)resources is 25,303,700 yuan,and the total value of intangible resources is 100,178,700 yuan.The ratio of the value of the two is about 1:4.This also fully reflects the huge space of the ecological value of forest resources assets.In the construction of ecological civilization in China,we should focus on strengthening the protection of ecological service values and developing and utilizing forest resources in a more scientific and efficient way.
