In 2016,the Ministry of transportation of China issued the guiding document of promoting the development of urban public transport-the outline of the "13th Five-Year" development of urban public transport.The outline proposed the development prospect of urban public transport in the "13th Five-Year" period.The main contents include: in the period of "13th Five-Year",we should establish a modern urban public transport system.The public transport system should match the economic and social development and the public needs.At the same time,it should conform to the city function and urban shape,mainly in two aspects.High people travel satisfaction and maintain the sustainable development of public transport industry.In 2020,the modern public transport system needs to meet the standards of a well-off society.At the same time,the city is classified according to the dimension of population size.According to the principle of "data collection,similar comparison,the masses can be perceived",the public traffic indicators for different scale cities are put forward.How to calculate the reasonable cost ofpublic transportation,how to determine the reasonable remuneration of the bus operators,and maintain public welfare,and how to adjust the bus fare,the division and implementation of the government subsidy responsibility have aroused the attention and discussion of all parties.In this paper,the purpose of this paper is to study the formulation of reasonable fare in Taiyuan bus.First,it summarizes and discusses the research achievements on the cost calculation of public transportation,the formulation of reasonable bus fare and the government subsidy calculation under different operating mechanisms.Secondly,it analyzes the relevant research theories about bus pricing at home and abroad.On the basis of the selection of the research methods,this paper puts forward the confirmation of the reasonable cost of the bus operation enterprises in the process of public transportation in Taiyuan,the management of the reasonable return of the bus operation enterprises and the dynamic adjustment of the bus fare and the government subsidy on the basis of the principle of public welfare.In this paper,through the analysis of the various influencing factors of the current bus pricing in Taiyuan,this paper analyzes the problems that cause the persistent loss of Taiyuan bus and the poor residents' satisfaction,and the large government subsidy funds and so on,and puts forward some ideas and directions to solve the above problems.The following are as follows: first,establish the basis and basis of theproblem solving,that is,based on the laws and regulations,based on all the real data,including the statistical subsidy data of the government departments,the operation data of the bus company(including the number of vehicles,the number of times,the number of passengers,etc.);secondly,starting with the cost,it operates the bus company.Based on the data analysis,this paper quantifies the proportion of different costs to make the cost and expenditure clear.Finally,it analyzes the improvement and rationality of the pricing mechanism of bus fare from different angles,mainly including the determination of reasonable remuneration for public transportation enterprises and the availability of the fares at the current income level.Affected by the degree and the government's dynamic subsidy to the operation cost of public transport companies.Through the analysis of the above sections,we determine the pricing mechanism of bus fare that is beneficial to residents,governments and bus operators.Through the analysis of the current bus fare pricing mechanism of Taiyuan bus,this paper puts forward the direction and methods of the reform of the bus fare pricing mechanism in Taiyuan.First,we always adhere to the public welfare principle of public transportation,that is,the bus operation enterprise can not maximize the profit maximization.The bank provides the maximum guarantee,even if the loss runs.Secondly,in the government subsidy,the current average income of the residents in Taiyuan,the actual operating cost of the bus company and the reasonableprofit,the reform of bus fare is not a simple addition,but at the same time to meet the interests and demands of all parties;finally,in the above basis At the same time,in view of the various problems existing in the current fare pricing of Taiyuan bus,the latest pricing mechanism of bus fare is set up,in order to achieve the unity of the interests and demands of all parties while guaranteeing the property of public transport quasi public goods.
