| With the development of China’s economy and the improvement of living standards,rural residents have made higher demands on the quality of travel,improving the quality of rural residents to become one of the key tasks of local governments.China’s 18 th National Congress,the Third Plenary Session of the Eighth Central Committee and other important meetings marked the opening of a new round of reform,government and departments attach great importance to the development of rural passenger transport,and vigorously support the reform of rural passenger transport.The effective way to accelerate the development of rural passenger transport is to realize the integration of urban and rural passenger transport system.However,the policy loss of urban and rural public transport is difficult to define and measure in the process of promoting the integration of urban and rural passenger transport,and the lack of effective subsidy Strategy,resulting in government financial pressure,subsidies inefficient,so to explore a reasonable urban and rural public transport subsidy measurement method is particularly important.In this paper,the urban and rural bus lines as the basic unit of the urban and rural public transport lines to meet the interests of urban and rural areas as the main objective of the rural passenger transport line after the transformation of the government subsidy calculation method to explore.First of all,the paper summarizes the relevant research results of rural passenger transport at home and abroad,puts forward the subsidy measurement method studied in this paper,and then describes the subsidy measurement method of the rural passenger transport line under the ladder fare,Through the urban and rural bus operation of the operating costs of enterprises operating costs,ladder fares under the urban and rural public transport enterprises in the calculation of the calculation of income,the introduction of government subsidies amount of annoying calculation method.The method is validated by the method.The method is used to estimate the amount of government subsidy after the operation of a rural passenger line in Jingyang County,Xianyang City,Shaanxi Province,and verify the practicability and operability of the method.Followed by the proposed public transport subsidy measurement method to implement the perfect measures and safeguards.Finally,the main conclusions of this paper are summarized,and the problems to be solved further are pointed out. |
